JOB TITLE : Executive Director, Research & Strategic Planning

REPORTS TO : Chief Accountability and Performance Management Officer

DEFINITION : Provides strategic leadership in the planning, organization, direction, and evaluation of the activities of the Research and Strategic Planning Offices. Develops and leads the implementation of overall departmental strategies, goals, and objectives and ensures alignment with Blueprint 2.0 and the BCPS Master Plan. Performs other duties as assigned.

EXAMPLES OF DUTIES :
  • Collaborates with administrators and staff of schools, departments, and non-school agencies to accomplish the department's goals.
  • Consults with and advises the Chief of Accountability and Performance Management and executive leadership regarding matters related to advancing the BCPS theory of action and achieving school system goals. Prepares related reports for review and consideration by executive leadership and the public.
  • Directs the evaluation, preparation, amendment, and implementation of policies, rules, and procedures regarding all aspects of the department's responsibilities. Ensures compliance with relevant federal, state, and local laws and regulations. Advises offices and departments on data and reports necessary for compliance.
  • Directs the development, implementation, and evaluation of system-wide research activities to include the design and implementation of research projects. Oversees system-wide Institutional Review Board (IRB) process and monitors the burden and risk to human subjects regarding research and evaluation activities. Develops research partnerships, local and national, to support a system-wide research agenda aligned with Blueprint 2.0 .
  • Directs the Office of Research with regards to the development, implementation, and reporting of system-wide program evaluation activities. Facilitates the program evaluation governance process in conjunction with the Division of Curriculum and Instruction, Division of Business Services, Departments of Fiscal Services and Information Technology. Oversees the development, implementation, and reporting of all evaluation activities in support of Blueprint 2.0 . Directs the development of data systems and sources to support the equitable evaluation of programs.
  • Directs the Office of Research in the development, implementation, and reporting of system-wide survey activities. Develops a district calendar of survey activities in conjunction with the Director of Assessment. Oversees the development, implementation, and reporting of the Stakeholder Survey for BCPS. This includes ongoing development of the survey as well as reporting for multiple system consumers including: the Board, Superintendent, Department of Communications and Community Outreach, Division of Curriculum and Instruction, and the Director of Performance Management
  • Directs the Office of Research in systematic analyses of data in support of multiple stakeholders.
  • Develops and maintains growth trajectories for all students in support of School Based Performance activities. Provides systematic analyses in support of all metrics for Blueprint 2.0 and analyses of enrollment projection activities in support of the Office of Strategic Planning and Department of Fiscal Services, in support of capital programs.
  • Directs the Office of Strategic Planning with regards to enrollment analytics. Directs the development of the school system's program of student enrollment analytics. Directs the ongoing examination of the needs of new and changing instructional programs; changing residential subdivision and housing activity; and changing student population and enrollment yields.
  • Directs the reporting of changes in enrollment in support of instructional, operating, and capital decision-making. Directs the development of the annual Students Count report.
  • Directs the Office of Strategic Planning with regards to the evaluation of space utilization.Directs the annual review of school utilization and facilitates the multi-stage program of capacity relief. Directs the assignment and monitoring of school capacity relief strategies. Collaborates to identify and justify capital and operating budget initiatives. Collaborates on instructional program placement decisions and acts as coordinating editor for the Educational Facilities Master Plan.
  • Directs the Office of Strategic Planning with regards to school boundaries. Directs the maintenance and communication of school boundaries. Directs the process whereby staff and contractors in the community process collaborate to establish or change attendance boundaries for schools.
  • Represents the Division of Research, Accountability, and Assessment at Board of Education meetings, community meetings, and related events. Speaks before school, community, and government organizations concerning departmental matters.
  • Leads in the planning, formulation, evaluation, and execution of the department's operating budgets. Develops strategies for the effective and efficient use of human, physical, and financial resources. Develops and manages all contracts related to the research and strategic planning activities for the system.
  • Coordinates the work of the various departmental offices and directly supervises their administrators and advises them on the management of their staff. Serves as division leadership in the absence of and as directed by the Chief Accountability and Performance Management Officer.
  • Evaluates the performance and professional growth and development needs of the departmental employees. Recommends or directs the hiring, discipline, and separation of departmental employees.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree, plus ten years of progressively responsible experience.
  • Doctorate degree preferred.
  • Experience with K-12 school-based leadership and/or senior leadership is preferred.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the role of research and strategic planning in the function of a K-12 school system.
  • Solid evidence of prior research or strategic planning experience.
  • Demonstrated understanding/involvement in the use of research and strategic planning within a K-12 environment.
  • Skill in the use of database, spreadsheet, word processing, and related applications.
  • Skill in data analysis and evaluation.
  • Knowledge of laws, codes, and regulations pertaining to research and strategic planning.
  • Skill in managing multifaceted departmental operations, budgets, and responsibilities.
  • Ability to identify program needs and develop plans to meet those needs.
  • Ability to implement, direct, evaluate, and modify programs.
  • Skill in planning and supervising the work of others.
  • Knowledge of the principles and practices of supervision.
  • Demonstrated ability to manage employees.
  • Excellent oral and written communication skills.
  • Ability to establish and maintain effective working relationships with co-workers, representatives of other agencies and departments, and the public.
  • Ability to maintain confidential and sensitive information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Work of this class involves travel throughout the county and to locations outside of the county.

CONDITIONS OF EMPLOYMENT :
May be required to work additional hours with little or no notice.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
