Summary: The position will provide leadership, supervision and coordination for hospital/homebound instructional services. This position will oversee instructional services provided to all students including Section 504 and EC identified students.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Oversees the provision of high-quality, individualized hospital/homebound instructional services to students across a variety of settings; hospitals, homes, day-treatment facilities or other setting as determined by 504 or IEP team decisions.
  • Supervises and evaluates a cadre of full time and part-time hospital/homebound teachers.
  • Assigns teachers to students in accordance with student need and teacher expertise.
  • Ensures all eligible students for hospital/homebound services receive individualized instruction to maintain access to grade-level instruction.
  • Ensures all identified students receive services in accordance with the student's Section 504 plan or IEP.
  • Evaluates the quality of services and uses a variety of data points to continuously improve services for students.
  • Explores the use of distance learning and other technology to provide more access for students to their school setting, classroom teachers and classmates.
  • Hires and deploys school-based teachers on extended employment as needed.
  • Analyzes, creates and delivers professional development based on immediate and ongoing needs.
  • Ensures effective communication and collaboration between families, schools, related service providers and teachers.
  • Provides oversight and input into the hospital/homebound budget.


Education and Experience:

Minimum
  • Master's Degree
  • Experience school-based work as a general education teacher, EC teacher or student services professional
  • Experience in working with special population


Desired
  • Leadership in program oversight at the district level
  • Experience as a school-level building leader

Licensing / Certification Requirements:
  • NC valid educator license or licensure in a related field including school counseling, school social work, school psychology or EC
  • NC School Administrator licensure

Knowledge / Skills / Abilities:
  • Ability to supervise and deploy a cadre of homebound teachers.
  • Must possess strong written and oral communication skills.
  • Knowledge of federal, state, and local laws, policies, and procedures pertaining to Section 504 and special education.
  • Knowledge of the principles of supervision, training, performance evaluation and performance strategies.
  • Ability to work collaboratively with principals, teachers, students and parents.
  • Ability to manage a complex process.
  • Ability to innovate and identify program improvements.
  • Ability to collaborate across departments and teams at the district office.


Physical Requirements: The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations for typing and data entry. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities occasionally involving driving automotive equipment.
