SUMMARY Under general supervision, works closely with the Chief of Staff, Superintendent, and other leadership positions to develop and manage cross-jurisdictional planning, implementation and internal engagement in support of Minneapolis Public Schools (MPS) Comprehensive District Design (CDD).

Essential duties and responsibilities may include, but are not limited to, the following:

  • Manages the development and implementation of CDD priorities in coordination with Chief of Staff, Superintendent and other stakeholders.
  • Manages CDD information flow requested by, or submitted to, the Chief of Staff or Superintendent individually and collectively; coordinates efforts and works collaboratively with multiple stakeholders within time sensitive deadlines.
  • Executes and manages MPS's CDD relationship strategy; proactively connects with appropriate MPS resources to decision makers.
  • Develops draft CDD policies with key stakeholders and supports CDD policy process.
  • Contributes political context, strategy and outreach to advance CDD priorities.
  • Develops and cultivates relationships with strategic partners to support successful implementation of the CDD.
  • Attends coalition, committee and stakeholder meetings to represent the interests of MPS related to the CDD.
  • Coordinates efforts with the Office of Communications, Engagement and External Relations to assist in the creation and dissemination of communications tools and media related to the CDD, fact sheets, data and fiscal note analyses.
  • Prepares and delivers presentations on the CDD priorities to a variety of audiences including Board of Education, parents, community members, MPS Leadership Team, etc.
  • Promotes the CDD goals and priorities through community and internal engagement, networking and advocacy.
  • Demonstrates cultural humility when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes an inclusive and effective workplace environment
  • Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures.
  • Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.

MINIMUM QUALIFICATIONS Education, Training and Experience Guidelines
Master's Degree in Education or Public Administration; AND four (4) years of professional education administration experience; OR an equivalent combination of education, training and experience as determined by Human Resources.

Knowledge of:
  • Minnesota civil statutes, rules, administrative orders, policies and procedures, and applicable Federal rules and regulations governing public education.
  • MPS organization, operations, policies and procedures.
  • Principles and practices of public information, media relations and effective community outreach.
  • Current legislative, political, and economic trends in public education.
  • MPS administration policies, including accounting, budgeting, union contracts and personnel rules.
  • Professional standards for business correspondence, writing, spelling and grammar.
  • Principles and practices of effective customer service to internal and external constituencies.
  • Business and personal computers, and specialized software applications.
  • Principles of record keeping, records retention, records management, and file maintenance.
  • Local community resources and regional community issues.
  • Project management and analytical techniques.

Skill in:
  • Analyzing administrative policy and operational issues, interpreting laws and regulations, evaluating alternatives, and developing recommendations for effective resolution of issues and priorities.
  • Researching, compiling, summarizing, preparing and maintaining informational and statistical data.
  • Reviewing and analyzing MPS issues and developing recommendations for managing issues.
  • Exercising judgment, discretion and creativity in response to changing situations and needs.
  • Researching, collecting, analyzing, and preparing data; and generating reports.
  • Understanding, and applying relevant rules, ordinances, codes, regulations, policies, procedures, administrative orders and other governing regulations.
  • Planning, prioritizing and completing assignments with minimum supervision.
  • Establishing and maintaining effective working relationships with co-workers, elected officials, general public, government agencies, special interest groups, and advocates.
  • Dealing tactfully and courteously with individuals seeking information about MPS functions and activities.
  • Operating a computer using standard and specialized software.
  • Communicating effectively verbally and in writing.
  • Multi-tasking and working under substantial time and assignment pressure
  • Contributing effectively to the accomplishment of team or work unit goals, objectives and activities.

LICENSE AND CERTIFICATION REQUIREMENTS
A valid Minnesota State Driver's License may be required.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work, heavy phone usage, and ability to lift and move items weighing up to 50 pounds.
