Summary: This position provides district-level leadership for identifying, developing and implementing services and supports for all students who are eligible under Section 504 of the Rehabilitation Act (1973). Ensures district, state and federal compliance for Section 504 requirements.

Essential Duties: (These duties represent a sample and may vary by position.)
  • Aligns the work of the Section 504 department to support the district goals for student achievement.
  • Supervises and evaluates the district level team of Section 504 Specialists.
  • Provides high-quality, responsive support to schools by operating a Section 504 helpdesk, conducting on-going professional development and participating in school-based 504 meetings upon request.
  • Builds the capacity of a variety of school staff including school leaders, school counselors, psychologists, social workers, nurses and teachers to implement effective 504 plans.
  • Coordinates and provisions services across multiple departments within the district such as EC related services, transportation, nursing, and hospital/homebound.
  • Negotiates and manages contracts with outside providers for related services that may include nursing, physical therapy, occupational therapy, transportation and sign-language interpretation.
  • Establishes procedures mediating parent complaints and grievances.
  • Coordinates and conducts compliance audits to inform program improvements. Provides technical support to remedy any concerns.
  • Collects and reports Section 504 data to NCDPI and federal agencies.
  • Serves as the school district's Section 504 liaison to the Office for Civil Rights. Collaborates with the Legal team regarding OCR complaint resolution and corrective action implementation.
  • Develops and oversees the budget for the Section 504 department. Uses trend data to forecast costs for related services.
  • Performs related duties as required


Education and Experience:

Minimum
  • Master's Degree in school counseling, social work, or psychology
  • Leadership in Section 504 compliance at school level

  • Leadership in Section 504 compliance at district level


Licensing / Certification Requirements:
  • NC valid license in school counseling, school social work, or school psychology.
  • School Administrator license

  • Knowledge of child development and characteristics of all fourteen eligibility categories identified in North Carolina as areas of disability.
  • Ability to bring clinical assessment skills to complex social/emotional family situations that require meditation, conflict resolution, and creative problem solving within the educational setting to meet the needs of the student.
  • Ability to work with current technology.
  • Possess excellent skills in oral and written communication.


Physical Requirements: The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations for typing and data entry. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities occasionally involving driving automotive equipment.
