• Master's degree in TESL, program management, adult learning, or related field.

• Experience developing ESL curriculum and/or assessments for adult English language learners.
• Experience writing grant proposals.
• Budget and grant management experience.

JOB DESCRIPTION:
DISTINGUISHING FEATURES - REEP (Arlington Education and Employment Program)
REEP is a grant-funded adult English program within the Office of Career, Technical, and Adult Education. Since its establishment in 1975 to assist Indochinese refugees in learning English and gaining employment, REEP has used an artful mix of grants, contracts, and tuition fees to continuously expand in size and scope to respond to the changing needs of the foreign-born population. Today, REEP provides 4,000 enrollment slots 6 days a week at 5 locations throughout Arlington. REEP students come from over 65 native countries, range in age from 18-80, and bring a range of cultural, educational, linguistic, and employment backgrounds. DISTINGUISHING FEATURES OF WORK
The Supervisor of the REEP Program is responsible for the provision of all adult English as a Second Language programming offered through the Office of Career, Technical, and Adult Education. As a grant-funded program, the incumbent secures and manages multiple funding sources. The incumbent provides leadership to a stable staff of 30-35 professional teachers, 5 coordinators, 4 support staff, and 80 community volunteers for the provision of English instruction, digital literacy instruction, workforce instruction and training, and other instructional programming and student support services as needed.

RESPONSIBILITIES:

Program Planning and Leadership
• Provides leadership in the development of a well-balanced, highly effective program attuned to the needs of Arlington's adult immigrant community.
• Secures funding, space, and resources needed to sustain programming that serves the needs of Arlington's adult immigrant community.
• Oversees the development of new programs and initiatives to meet student needs
• Coordinates with community members and organizations, county staff, APS staff, businesses, REEP staff, and REEP learners in the enhancement and expansion of programming and services for adult learners.
• Provides leadership in the development and provision of staff development for instructional staff, instructional leadership team, and administrative support staff designed to meet their professional needs, enhance student learning, and accomplish program goals.
• Provides leadership for the on-going and annual evaluation of all staff.
• Plans for, develops, and oversees initiatives to engage REEP learners with the broader community and in community service.
• Evaluates the effectiveness of the program and program components. Engages staff in periodic program-wide evaluation and evaluation of program components.
• Provides leadership in the enhancement of technology use for instructional programs as well as office systems.
• Provides leadership in the development of materials suitable for commercial publication.

Program Administration
• Serves as the executive director to all grants and contracts awarded to the REEP Program.
• Appoints all teaching, supervisory, and non-teaching staff for REEP programs.
• Supervises, supports, and evaluates instructional staff, the instructional leadership team, and the administrative support staff.
• Oversees the administration of REEP's Volunteer Program.
• Prepares and administers budgets; supervises the procurement of supplies and equipment; supervises payroll and personnel procedures.
• Supervises a complex registration, testing, and enrollment process to facilitate appropriate placement in classes and responsible tuition collection.
• Establishes and maintains systems for fiscal accountability over a 1.5 million annual budget generated from multiple funding sources.
• Collects, maintains, and completes all necessary local, state, and federal reports as assigned.
• Establishes and maintains working relationships on local, state, and national levels.
• Participates in meetings and trainings held by the Region 8 Adult Education Office and the Virginia Department Education Office of Career, Technical, and Adult Education.
• Serves as editor over all published materials developed at REEP.
• Becomes familiar with and stays abreast of educational policies and regulations.

EXPERIENCE:
PREFERRED QUALIFICATIONS and REQUIREMENTS
• Considerable knowledge and experience with supervisory principles, practices, and methods.
• Experience working with staff and students from various cultural and linguistic backgrounds.
• Experience marketing services to students, businesses, organizations, and the community.
• Ability to plan, organize, and coordinate a variety of instructional and support programs, achieve expected results, and plan for continuous improvement.
• Experience developing and managing budgets.
• Considerable knowledge of adult learning theory and learner-centered practices.
• Leadership qualities and personal characteristics necessary for working with administrators, teachers, students, support staff, business, and community representatives.

SALARY:
Salary range of $92,203 to $138,871 (2019-20 salary schedule).
