Position Description

The Training and Exercise Program Manager (also known as an Emergency Management Operations Administrator), under the direction of the Operations Section Chief, is responsible for the development and implementation of the Office of Emergency Management's training, testing, exercise, and evaluation program.  The incumbent will manage OEM's interdisciplinary multi-year training, testing, and exercise plan, prepare and present curriculum to adult learners, and conduct program evaluation to promote continuous improvement.  In doing so, the Manager will support OEM's efforts to lead all city-wide preparation for and execution of emergency management operations and/or continuity of operations activities, including those for planned events.

This position is partially grant-funded with funding secured on an annual basis; renewal of the grant will be continually sought.

Starting Salary: $72,575 - 80,462 yearly.

 

Job Duties and Responsibilities:

  • Lead and coordinate enterprise-wide, multi-year emergency management education, training, testing, exercise program, and interpret and apply State and Federal guidance to assure compliance.
  • Interpret State and Federal training, testing and exercise requirements, guidance and reporting procedures, and integrate City program into all which are applicable.
  • Research, develop, write, and teach a competency-based training and education curriculum that supports all personnel who have a role in emergency management.
  • Assess overall emergency program against established metrics based on performance in tests, exercises and incidents capturing lessons learned that lead to program improvement.
  • Work with Department Director to develop departmental objectives, outcome measures. and strategies for incorporation into the business plan and budget.
  • Participate in formulating strategic plans, department policy, department organization structure, staffing decisions, and in interpreting department policy to staff and managers.
  • Manage department research and communications, establishing and communicating work assignments, monitoring performance, providing training and development, and resolving employment issues.
  • Serve as an on-call City Coordinating Officer with delegated authority, in rotation with other qualified personnel, using command-level judgment about the need for and scope of any City response to observed threats or hazards, determine and establish appropriate organizational coordination, including virtual or physical emergency operations center, activate resources from within and outside the City, direct execution of the response/coordination plan.
  • Supervise employees and contractors as assigned within the OEM, including but not limited to standard Branches, Divisions, Groups, Units and Technical Specialists as defined by the National Incident Management System. 
  • Monitor external threats and hazards, and advise staff, appointed and elected officials as to appropriate pre-response and response actions as required.
  • Analyze, interpret, and implement regulatory, statutory, and policy guidance and mandates as they apply to emergency management operations, and communicate with State and Federal governments to evaluate and assess operations against requirements and/or guidance.
  • Responsible for developing policy papers, reports, standard operating guidelines, ordinances and legislation.
  • Anticipate future disasters and take preventive and preparatory measures to build disaster-resistant and disaster-resilient communities.
  • Use sound risk management principles (i.e. hazard identification, risk analysis, and impact analysis) in assigning priorities and resources.
  • Analyze and report on operational efficiency and preparedness activities.
  • Develop and implement new initiatives to maximize effectiveness and efficiency in pursuit of departmental, City, regional, State and Federal objectives in the area of responsibility.
  • Research and analyze emergency management policy options and make recommendations and assist in the implementation of selected options.
  • Advocate, both verbally and in writing, before legislative bodies and executive offices for policy and legislative initiatives which support the City's emergency management goals.

 Required Qualifications:

Education: Bachelor's Degree in Education, Training, Adult Education or Equivalent
 
Experience: Five years of experience performing similar duties in the public or private sector.

Equivalency: An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

Knowledge, Skills and Abilities:

  • Emergency Management Training Certification from the state of Minnesota and/or Certified Emergency Manager through the International Association of Emergency Managers or equivalent; or the ability to obtain such certifications within three years of hire.
  • Certificate of completion of Incident Command System 100, 200, 300 and 400 or Minnesota equivalent or the ability to obtain such certificates within 3 years of hire.
  • Strong knowledge of curriculum development, preferably for adult learners.
  • Working knowledge of all areas served by the City Departments.
  • Ability to executive judgment, sometimes based on limited information and limited time.
  • Experience developing and maintaining a program pursuant to an established standard.
  • Ability to work effectively within the diverse communities that reside, and work in the City.
  • Ability to manage, coordinate and implement programs with staff from multiple departments and businesses.  Interacts with management of other departments and division to accomplish goals.
  • Ability to develop long range plans and programs and the ability to look for ways to proactively accomplish goals and objective through planning, process improvement and innovation.
  • Knowledge and ability in the development and use of new technology and systems.
  • Working knowledge of program evaluation and improvement.
  • Strong and effective communication skills, with the ability to articulate a point or opinion, listen to feedback and incorporate other points of view; ability to build effective working relationships with a broad base of potential partners.
  • Ability to effectively react to situations that require immediate attention and tactical or strategic response.  
  • Experience working in matrix organization across functional or disciplinary boundaries.
  • Experience with research planning and writing, preferably in the area of emergency management.
  • Ability to implement plans procedures and processes during an emergency event.
  • Ability to write clearly and succinctly in a variety of communication setting and styles.
