Job Summary
Directs, coordinates and monitors the placement of students in schools outside of the School District of Philadelphia (SDP). Serves as the primary contact for parents and District personnel on out of District placements. Assists with resolving out of District placement issues. Works collaboratively with both internal and external stakeholders in the development of initiatives and programmatic activities that support the major objectives of out of District placements.
Essential Functions
  • Determines, defines and outlines the procedures for achieving the goals, objectives and priorities for the SDP out of District Placement program.
  • Supervises and delegates tasks, activities and responsibilities to a cadre that supports the mission, vision and initiatives of the Office Specialized Services (OSS).
  • Reviews settlement agreements for students being served in out of District placement.
  • Develops systems and procedures for student enrollment and discharge from out of District placement to the District.
  • Reviews program offerings in out of District placements and make recommendations for the District to building programming to serve students in District.
  • Recommends appropriate evaluative techniques for measuring the effectiveness of out of District placements and makes recommendations based on evaluation results and conferences.
  • Represents the OSS at out of District meetings with other departments such as transportation and behavioral health.
  • Forges relations with out of District administrative teams to best serve SDP students.
  • Keeps abreast of new issues and developments for out of District placement.
  • Conducts financial oversight of contracted providers including out of District schools for service to SDP students.
  • Coordinates with special finance to oversee the billing process and procedures
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Five years of full-time, paid, professional administrative experience working in an educational setting, at least three of which have been in a supervisory or administrative capacity working with special education matters.
  • Juris Doctor (JD) degree from an American Bar Association (ABA) accredited law school.
  • Five years of full-time, paid, professional administrative experience working in an educational setting, at least three of which have been in a supervisory or administrative capacity working with special education matters
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles, practices and procedures of compliance administration and the application of these principles in solving a variety of operational and administrative problems
  • governmental statues and regulations relating to out of District placement.
  • governmental mandates impacting education.
  • supervisory methods and techniques.

Demonstrated ability to:
  • evaluate the effectiveness and efficiency of administrative functions and programs and implement changes to provide for more effective and efficient operations.
  • guide and channel resources, ideas and recommendations for problem solution.
  • exercise discretion and tact in dealing with sensitive information.
  • maintain necessary records, compile information and prepare reports.
  • evaluate and recommend changes to systems and processes related to out of District placement.
  • collaborate with department units to determine strategies to help sustain continuous improvement.
  • use a personal computer.
Ability to:
  • effectively communicate, both verbally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a 12-month, non-represented position. The salary grade for this role is 4029. Interviews may be conducted to determine how well a candidate meets the established criteria. Please note that not all qualified candidates may be selected for an interview.
