  • TYPE OF APPOINTMENT ISSUED: This position is excluded from the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: PERSONNEL SPECIALIST II
    Education: Graduation from an accredited college or university with a bachelor's degree in business administration with specialization in human resource management, or with specialization in management which included course work in personnel administration and industrial relations.
    Experience: Four (4) years of responsible professional work experience in one or more specialized areas of human resource management of which one (1) year shall have been in an education program, agency, or system.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Personnel administration; leadership and group dynamics; organizational change and effectiveness; labor problems; business statistics; principles and practices pertinent to the area(s) of assignment such as personnel compensation, the staffing process, collective bargaining and dispute settlement, or employee benefits; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Ability to: Provide analytical and technical services in human resource management in the area(s) of assignment; communicate effectively with others both orally and in writing; operate computer and other business machines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Personnel Specialist III of the Labor Relations Section, the Personnel Specialist II:
    1. Serves as a primary resource for the following union contracts: Blue-Collar Non-Supervisory (Unit 01), Blue-Collar Supervisory (Unit 02), White-Collar Non-Supervisory (Unit 03), White-Collar Supervisory (Unit 04), Teachers (Unit 05), Educational Officers (Unit 06), Registered Professional Nurses (Unit 09), Non-Professional Hospital and Institutional Workers (Unit 10), and Professional and Scientific Employees (Unit 13); and provides assistance in contract interpretation and application to all school, complex and state managers in various complex areas.
    2. Serves as the coordinator and department advocate of grievances arising out of such union contracts; serves as the department representative at the Superintendent's level as directed; arranges hearings and meetings with the exclusive bargaining agent; conducts research for grievances; arranges participation of and attendance at hearings of department witnesses; receives notification of all grievances at the initial step and follows through at the successive steps up to and including arbitration of the respective grievance procedures; prepares grievance cases for arbitration, including research and documentation for arbitration hearings and preparation of arbitration briefs; and coordinates mediation or serves as a mediator, if certified. May represent the Department in arbitrations for BUs 05 and 06.
    3. Provides assistance to department managers, as requested, in the administration of disciplinary actions against department personnel.
    4. Works closely with other Department of Education offices, as directed, to assist in collectively representing the Superintendent in matters pertaining to the collective bargaining agreements.
    5. Develops, modifies and conducts workshops pertinent to contract administration, collective bargaining and related decision making, as appropriate, for school, complex and state administrators in various complex areas.
    6. Reviews department documents (project proposals, reorganization proposals, proposed rules, policies and regulations) for contractual implications.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $97,202 to $137,596. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $97,202.
  • NOTE: Department of Education employees will be placed on the salary range in accordance with Department regulations. All new external applicants will be placed on the initial step of the salary range. However, placement above the initial step of the salary range will be based on special characteristics and critical needs of the position, an applicant's exceptional qualifications, the availability of funds, and other relevant factors. Such appointments require prior approval.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
