Position Profile

This position will be in the Office of Planning and Accountability and will oversee a team of four in the Data Department. The Manager of Data and Information will report to the District Assistant Director of Planning and Accountability. Distinguishing Features of the Class and Role of Manager of Data and Information:

This position exists in the Schenectady City School District and has responsibility for overseeing and administering the data needs of District administrators and teachers in compliance with NYS data and accountability requirements. The work is performed under the direction of the District Director of Planning and Accountability with leeway given for carrying out the details of the work. Does related work as required.

Typical Work Activities and Expectations of Manager of Data and Information:

  • Responsible for the conversion of accurate District data to NYS formats from several divergent District databases and retrieves and extrapolates data from the NYS warehouse into meaningful reports for District use;
  • Provides meaningful information for critical instructional and curricular issues;
  • Analyzes District data according to standard educational psychometrics, become familiar with the local school assessments, and generate meaningful local, and SED, reports that inform SCSD decisions on program improvement and program accountability;
  • Assist District staff in accessing, analyzing data and communicating ways to abstract and present data in meaningful ways for state and local assessments;
  • Successfully communicate with District teachers, administrators, and support staff in order to determine what current and longitudinal assessment results can be used to inform curricular, instructional, staff development, and student program decisions;
  • Recommends hardware and software solutions that will improve the District's ability to use data in a meaningful way;
  • Participation in school level inquiry team and District level and network team activities.

Full Performance Knowledge, Skills, Abilities and Personal Characteristics and Key Qualities of Manager of Data and Information:

  • Comprehensive knowledge of planning, designing and management of a variety of school based data technology system(s) and infrastructure;
  • Working knowledge of the district's management system(s) (student management, special education management, food services, Title I, ELL, Migrant, Homeless, etc) and consolidation of data from disparate database systems; and use of standard academic statistical techniques;
  • Working knowledge of the district's registration materials and processes;
  • Comprehensive knowledge of District data collection, reporting of local and state school assessments according to standard educational psychometrics according to New York State Education Department Accountability and Reporting requirements;
  • Ability to review management systems for alignment to standards;
  • Ability to determine if multiple systems electronically exchange key data elements;
  • Ability to review the validation tables for alignment with current data needs and check for consistency across systems when similar data elements are maintained;
  • Exceptional interpersonal skills and communication skills;
  • Thorough knowledge of submission of data extracts that conform to the data warehouse file formats;
  • Ability to conduct post-implementation review and problem resolution of data transmissions;
  • Ability to communicate technical information both orally and in writing and be able to collaborate with various district stakeholders and communicate critical pieces of information to individuals with varying levels of understanding;
  • Ability to assess and identify training needs for faculty, support staff and administration;
  • Ability to present ideas for Board of Education, administrators, faculty and staff in clear and understandable terms;
  • Ability to effectively train teachers and staff;
  • Ability to think logically;
  • Ability to understand and act upon technical instructions;
  • Ability to plan, coordinate and direct;
  • Ability to prepare technical training material;
  • Ability to conduct technical training;
  • Ability to set and manage priorities judiciously;
  • Ability to communicate effectively both orally and in writing;
  • Ability to present complicated data analysis in user-friendly language;

MINIMUM QUALIFICATIONS:

(A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in an Education-related field or ;

(B) Graduation from a regionally accredited or New York State registered college or university with an Associate's Degree that is specialized in a field related to education with two (2) years' work experience in computers and education AND hands-on computer experience working with school based data and information and or school database applications;

(C) An equivalent combination of training and experience as defined by the limits of (A) and (B) above.

(D) NYS SBL or SDL Certification preferred

This position is a provisional civil service appointment and applicant must meet civil service requirements including residency in Schenectady County. Successful candidates are required to take civil service exam when offered.
