JOB TITLE : Coordinator, Program Evaluation

REPORTS TO : Director of Research

DEFINITION : Assists in planning, organizing, and directing the activities of the Office of Research to ensure that the department supports system-wide goals and priorities. Coordinates external and internal research and evaluation projects covering a variety of educational issues and supervises office personnel. Performs independently and collaborates within teams, on multiple research and evaluation projects covering a variety of educational issues.

EXAMPLES OF DUTIES :
  • Coordinates all phases of research and evaluation projects from preparation through final dissemination; including collaboration of the evaluation framework, identifying outcomes, verifying measurement and data collection tools, coordinating data collection, analysis and reporting of results.
  • Identifies, designs, and conducts research and evaluation projects to test specific hypotheses to determine the effect and application of programs.
  • Supervises and evaluates the performance and professional growth and development needs of employees. Makes recommendations to the Director regarding the hiring, discipline, and other personnel actions of supervised staff.
  • Utilizes Microsoft Office, Cognos, SQL, statistical packages (STATA), and other data systems and technologies to extract, manipulate, and analyze data.
  • Authors memos/reports and presents evidence-based results to district leadership, including cabinet members, assistant superintendents, principals, and other stakeholders.
  • Assists in internal review of research and grant proposals to ensure the ethical treatment of students and staff.
  • Collaborates with and supports other Baltimore County Public Schools (BCPS) departments in the design and implementation of program evaluations.
  • Analyzes data with sophisticated statistical methods, interprets results, and provides written summaries of data analyses.
  • Assures the integrity of project data, including data extraction, storage, manipulation, processing, and analysis.
  • Manages multiple evaluation efforts simultaneously in collaboration with staff from various BCPS offices.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree with coursework in psychometrics, evaluation, statistics or research. Ph.D. preferred.
  • Five years of experience in K-12 education research or evaluation with progressively responsible duties.
  • Experience to include planning, implementing, and evaluating various educational research projects.
  • Experience in presenting and training large groups on data-related policies and procedures.
  • Experience in supervision of professional staff.

Knowledge, Skills and Abilities :
  • Robust knowledge of methods for statistical analysis (quantitative and qualitative), research design, and program evaluation.
  • Knowledge of the principles and practices of educational research, measurement, assessment, and testing.
  • Knowledge of survey research methodology.
  • Knowledge of data management systems/tools (SQL, COGNOS) including writing code or syntax.
  • Proficient in the use of a statistical software package (STATA)
  • Effective organizational skills.
  • Excellent oral and written communication skills.
  • Ability to work equally well independently and as a member of a team.
  • Ability to establish and maintain effective working relationships with other administrators, school personnel, and the public.
  • Ability to maintain confidential information.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

CONDITIONS OF EMPLOYMENT:
Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends.

FLSA : Exempt

SALARY: Grade 11 on the BCPS OPE 12 Month payscale $93,985 - $145,298.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
