    Position Title: Accounting Clerk II Location: ESS Building
    (Payroll Specialist)

    Division: Financial Services Reports to: Director of Financial Services

    Basic Function: Under minimum supervision of the Director of Financial Services, this position performs a wide variety of payroll and accounting functions.

    Primary Relationships: The primary contacts are with administrators, certificated and classified personnel. Outside contacts are with state and federal agencies, vendors, insurance companies, banking personnel and independent auditors.

    Minimum Qualifications: Must have a high school diploma or equivalent. Must be thoroughly familiar with payroll practices and procedures. Must have a thorough knowledge of federal and state payroll statutes and employee contract agreements. Prefer post high school business courses, two years of payroll experience and experience with Infinite Visions. Must be proficient with Microsoft Office applications, including Excel. Must demonstrate an aptitude for math, good public relation skills, analytical ability and good organizational skills.

    Principal Accountabilities:
    1. Provides payroll administration and accounting for the timely payment of all employee earnings, garnishments, insurance coverage, 403B and 401K plans, miscellaneous deductions, taxes, retirement benefits, sick pay, business allowances, name changes, pay rate changes, terminations, and changes in account distributions;

    2. Input all payroll accounting data;

    3. Operate payroll accounting system to produce net wages, federal and state reports, employee wage, ACA and tax statements, accounting reports, monthly and annual payroll reports, and employee direct deposit advice;

    4. Reconcile various payroll reports with federal and state tax forms, PERA and insurance statements and other miscellaneous deductions;

    5. Process payment requests through Infinite Visions system;

    6. Keep up to date on and implement all federal and state statute regulation changes that affect payroll earnings;

    7. Prepare ad-hoc and payroll systems reports for users, management, state department, and other agencies using queries, and spreadsheets;

    8. Assist in the recording of revenues (cash receipts) and expenditures within the guidelines of governmental accounting standards and board policy;

    9. Assist in the annual audit by preparing selected audit schedules. (e.g. early retirement, vacation and sick leave, etc.);
    1. Assist in the dissemination of information regarding employee benefits and district policies and procedures;
    1. Communicates with PERA regarding benefits, retirement, reports and other PERA issues;
    1. Meets with Manager of Financial Services to collect, organize and provide classified and certified information in negotiations process and new budget preparation;

    17. Responds to daily inquiries regarding payroll and various benefits;

    18. Provide backup support for any and all aspects of the Division of Financial Services;

    19. As needed reconcile payroll related balance sheet accounts;

    20. Perform other duties as assigned by the Director of Financial Services.
