General Description

Provides leadership, support and direction to the English as a Second Language (ESL) Program at the building and secondary classroom level. Assists ESL and mainstream teachers, administrators, other school personnel and the English Learner (EL) community. Contacts are made regularly and frequently with instructional and administrative personnel as well as personnel outside the school system. Supports delivery of instructional goals of the ESL Program. Complete administrative duties to ensure federal and statewide requirements are met, overseeing the process for ELs from entry to exit and monitoring.

Essential Job Functions

  • Applies knowledge of curriculum and specialized instructional strategies to improve student performance with regard to standards based assessments.
  • Serves as a resource on ESL-related matters for teachers, school administrators, instructional personnel, parents and other persons. Serves as a resource to school ESL personnel. Serve as an ESL resource on committees in the county and community.
  • Assists the ESL specialist in the development of program design, curriculum and curriculum support; collaborates with mainstream specialists to insure inclusion of core curriculum subject matter and SOLs in ESL curriculum.
  • Facilitates orientation on instructional goals for newly appointed teachers.
  • Assists the transportation office with pupil transportation.
  • Assists in screening and registering students at the Welcome Center.
  • Assists in coordinating testing for ELs and documenting exemptions and accommodations for state mandated assessments for ELs.
  • Assists in coordinating referral of ELs for special placements; confers with personnel in early childhood services and special education for continued collaboration; assists with IEP and/or child study teams as requested by building principals and special education staff for ESL referred students.
  • Communicates regularly with the ESL coordinator, ESL specialist principals, and ESL teachers.
  • Completes other duties as assigned by the ESL Office and/or Division of Instruction.
  • Serves on appropriate State committees as requested and participates in VESA and VESA conference.
  • Oversees the monitoring process for students who have exited ESL for 2 years.
  • Oversees screening and leveling of ELs just entering the district.
  • Oversees and provides additional support and remediation to meet state requirements to meet state requirements for on time graduation.
  • Demonstrates commitment to improving professional competence.
  • Demonstrates mastery of content area.
  • Attends and participates in faculty and department meetings.
  • Performs other related duties as assigned.

Qualifications

Considerable knowledge of the regulations and policies related to English as a Second Language. Considerable knowledge of the concepts, principles and methodologies of ESL. Working knowledge of current curriculum development, program implementation, learning theory and recent research in ESL. Working knowledge of the budget process, fiscal management and securing special funding sources for ESL. Working skills in the use of a personal computer, proficiency in Microsoft Office and the student information system and report creation. Demonstrated ability to organize, schedule and monitor work assignments. Demonstrated ability to train and advise teaching staff regarding ELs. Demonstrated ability to communicate effectively, orally and in writing. Demonstrated ability in decision making, problem analysis, conflict resolution, interpersonal relationships, program management and research and planning.

Requirements

Must hold a valid teaching license with an endorsement in English as a Second Language. Three to five years successful teaching experience, preferably in ESL is required. Master's degree preferred.
