RESPONSIBILITIES

SUMMARY: Manage all special education records for past and present students using a variety of computerized programs. Responsible for ensuring the accuracy and integrity of Special Education student records by acting as a liaison between the central office and school based staff on processes and system issues. Validate data prior to imaging, and after imaging stems to ensure quality. Responsible for implementing District and government regulated policies and procedures regarding Special Education.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Oversee, create and maintain confidential special education and student health files through a variety of systems. Documentation is received from various systems and sources. Responsible for validating documents and correctly identifying and dating types of documents for scanning. Responsible for identifying compliance issues and working with the staff at schools to rectify the issue. In some cases issues must be brought to the special education administration.

Assist the Special Education state reporting team with investigating and obtaining critical data for state reports.
Assist staff by troubleshooting questions regarding Certify scorecards generated for missing team leads, missing providers and overdue IEP events needed for state submissions to CDE.
Use Special Education Tools developed to efficiently look for missing documents and make requests as necessary to staff.

Provide assistance to special education staff regarding questions on systems and/or processes related to special education student files.

Participate on focus groups for new systems and processes as well as troubleshoot and make recommendations to IT regarding upgrades to current systems.

Upon receipt of special education request for transportation, provide appropriate information to the Transportation Department through online systems. Validate appropriate information, such as home school for qualifying purposes and review; and any modifications needed for student. Follow process through to completion by validating that the Transportation Department has begun services for the student.

Assist with gathering and validating information and documentation for audits. Act as a subject matter expert for the Student Records Department technicians when questions arise regarding the special education legal file.

Investigate issues as it pertains to validating special education student record information which can affect student funding and compliance.

Provide technician support to other Special Education departments as needed.

Provide special education information regarding students, as requested by administrators, teachers, SERS staff, parents, and outside agencies.

Provide effective public relations and oral/written communication when dealing with the public, District employees and agencies.

Perform other duties as assigned.

EDUCATION AND TRAINING: High school diploma/GED required, plus related course work pertaining general office functions.

EXPERIENCE: 3 + years of experience in computers, student information systems, word processing, Excel, IEP systems, web based systems preferred. Up to 2 years experience in a business setting to include; record keeping, filing, and intermediate computer software skills.

SKILLS, KNOWLEDGE, & EQUIPMENT: Requires oral communication, basic writing, interpersonal, phone etiquette, and intermediate computer skills. Operating knowledge of and experience of general office equipment and software including Microsoft Office (Word and Excel), Student Information systems, scanning systems IEP systems and special education processes, preferred within 3 months of hire. Requires judgment, decision making and analytical skills.

CERTIFICATES, LICENSES, & REGISTRATIONS: Requires a valid Colorado's Drivers License and auto insurance.

SUPERVISION/TECHNICAL RESPONSIBILITY: This job has no supervisory responsibilities. This position serves as a technical resource regarding special education.

CONTACTS: This position requires daily contact with persons in same work unit/building and other departments to maintain relationships. Contacts with staff are general regarding routine matters.

SAFETY TO SELF AND OTHERS: High exposure to self to repetitive motion injuries due to key boarding. Low exposure to self to cuts and bruises due to typical office accidents.

The employee is occasionally required to compare, instruct, compute, synthesize, and negotiate.

JUDGMENT AND DECISION MAKING: Duties are assigned be the Manager, Special Education Compliance Reporting as well as Directors and Assistant Directors of Special Education. Primary effort is the management and care of Special Education records/files. Requires independent judgment regarding confidential material and the ability to prioritize daily activities. Decision making is guided by District policies, procedures, State and Federal laws as they pertain to Special Education. Decision making may require collaboration with administrators, staff members regarding Special Education records. Errors in decision making could lead to lesser financial support from the State and/or loss of confidence in or impact the credibility of the department and/or the District. Supervisor is involved only in major decisions.

DIVERSITY OF DUTIES: Position will crossover the District regarding pertinent information relating to Student Success/Special Education. Position requires tact and diplomacy to maintain relationships, resolve problems, and negotiate matters often involving high confidentiality in a timely manner. Technical skills will require cross training.
