SUMMARY
Under general supervision, plans, administers, and directs primary support functions for secondary schools; formulate and interprets policies and procedures; ensures compliance with state and federal regulations; administers a budget; and supervises departmental staff.

Essential duties and responsibilities may include, but are not limited to, the following :
Under the direction of the Chief Academic Officer and in collaboration with the Chief of Schools and the appropriate Associate Superintendents designs, develops, and implements the strategic agenda of the districtand the department;
Designs, directs, and supports college readiness plans, programs and practices to grow the graduation rate and improve college acceptance and persistence rates;
• Designs, directs, and supports secondary STEM/career readiness plans, programs and practices;
• Supervises, aligns and improves the effectiveness of extended learning programs (including after school and summer school);
• Designs, directs and supports an alternative learning team responsible for creating the strategy, structure and programs (including credit recovery) to support students who are not successful in traditional/comprehensive high school settings;
• Develops consistent programming models to improve access and outcomes for students (e.g., schedules, advisory, staffing models) and improve communication to students and families about academic opportunities;
• Provides creative leadership by: a) establishing communication and rapport with associate superintendents, principals and school staff; b) providing expertise based on experience and research; and c) providing leadership in short and long-range planning;
• Supervises, evaluates, and directs the work of department personnel;
• Formulates proposals for the development and revision of policies pertaining to secondary education programs;
• Collaborates with departments and schools to develop resources to support instructional leadership, school reform, and data analysis and serves as a facilitator of various instructional/special study groups/meetings of school administrators and secondary supervisors;
• Facilitates interagency planning and collaboration between the district, department and external partners to support expanded opportunities and/or improved outcomes for students;
• Assists with interpretation of secondary education programs to the School Board, staff and the public;
• Prepares and administers the College and Career Readiness budgets, prepares grant applications, and solicits funds to provide financial support for programs as needed;
• Demonstrates courteous and cooperative behavior when interacting with students, families, community members/partners and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment;
• Enthusiastically promotes the Superintendent's goals and priorities in compliance with all policies and procedures;

MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines
Bachelor's Degree in Education, Vocational Education, or related field; AND five (5) years of demonstrated experience managing education support programs in an urban public school environment; OR an equivalent combination of education, training and experience as determined by Human Resources.
Knowledge of:
• Applicable policies, procedures and regulations covering specific area of assignment
• Rules and regulations of the Minnesota Department of Education and other governing agencies
• Federal, state, and local codes and regulations governing departmental programs and services
• Principles and practices of leadership, school improvement, reform, professional development, project planning, and data use
• Customer service and public relations methods and practices
Skill in:
• Operating effectively in a fast-paced, deadline-driven environment.
• Managing details, organizing complex tasks and a demonstrating a high sense of urgency with an ability to drive results.
• Analyzing and synthesizing data from a range of sources in order to set a compelling vision and strategy for immediate and long-term impact.
• Managing multiple projects and tasks concurrently.
• Demonstrating strong presentation skills with proven expertise in managing meetings, presentations, and design sessions.
• Establishing and maintaining effective working relationships with co-workers, leadership, project team members, stakeholders, and key community partners
• Using Microsoft Word, PowerPoint, Excel, and Access
• Managing staff, delegating tasks and authority, and evaluating staff performance.
• Providing effective customer service, and dealing tactfully and courteously with the public.
• Operating a personal computer using standard and specialized software.
LICENSE AND CERTIFICATION REQUIREMENTS
•Valid Minnesota State Driver's License.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT
Work is performed in a standard office environment which requires occasionally lifting such articles as file boxes or heavier materials with help from others and/or lifting and carrying light objects frequently. A job in this category may require walking or standing to a significant degree or may involve sitting most of the time with long periods of computer work and heavy phone usage.
