An Instructional Effectiveness Specialist (IES) is a skilled instructional coach who is also well versed in using the CPS Framework For Teaching to evaluate teaching. The Talent Office has identified a cohort of roughly 60 "Opportunity Schools" that primarily serve students raised in poverty. These schools have historically struggled to recruit and retain excellent teachers. The primary function of an IES will be to provide sustained coaching to new/novice teachers in Opportunity Schools. In partnership with the New Teacher Center, IES use research-based tools and methodologies to create the habits of mind in new teachers to be reflective, curious, and persistent in order to deliver high-quality instruction to all learners. An IES will report to an Instructional Effectiveness Manager (IEM) and will have the following responsibilities:

  • Complete training during summer 2019 offered by New Teacher Center through the Talent Office, become familiar with instructional coaching expectations and protocols.

  • Build relationships with administrators, teachers, and network staff to understand school and classroom context.

  • Provide sustained coaching for a caseload of 14 new/novice teachers. Engage roster of teachers in a minimum of 180 minutes/month in supports around instructional coaching. Lead structured conversations to encourage reflection and continuous improvement.

  • Participate in a Professional Learning Community (PLC) with the IES Team. The team will meet regularly to debrief coaching conversations, receive ongoing training, and develop guidance documents.

  • Create and deliver professional development for teachers, principals and assistant principals in collaboration with the Chicago Teachers Union, the Office of Teaching and Learning and other departments as needed.



In addition, as defined by the Executive Director of Educator Effectiveness, IES work streams will include:

  • Support New Teacher Orientation

  • Support other Central Office teams with professional learning, including Leadership Institute

  • Support the work of the Joint CPS-CTU Committee on Educator Evaluation

  • Assist other workstreams in Educator Effectiveness, including collaboration with CTU around the Framework for Teaching, REACH policy, etc.



In order to be successful, an Instructional Effectiveness Specialist must possess the following qualifications:

Type of Education Required :

Bachelor's degree required. NBCT and/or Master's Degree in Education or related field preferred.

Qualifications and Experience:

  • Three or more years K-12 teaching experience

  • Ample experience in instructional coaching

  • Must have an active Professional Education License (PEL)

  • Certified by ISBE to evaluate teachers, preferred

  • Experience designing and facilitating professional development for multiple audiences including principals, teachers, and central office preferred

  • Knowledge of adult learning theories and strong facilitation skills preferred



Knowledge and Skills:

  • Strong attention to detail, i.e. practices clear consistent communication, maintains accurate calendar of appointments at schools

  • Strong communication, organizational and interpersonal skills

  • Comfort with flexibility, i.e. willing to be a learner, accept feedback, and be willing to learn new processes

  • Results-oriented, inquisitive learner who consistently surpasses expectations; continuous improvement mindset

  • Demonstrates a sense of urgency in accomplishing goals and objectives to ensure success

  • Takes initiative to identify challenges and recommend solutions; identifies, documents, and shares best practices

  • Multiple languages, excellent writing skills, Excel proficiency a plus

  • Ability to travel to schools throughout the district, and accommodate scheduling needs of schools. Access to a reliable vehicle is integral to achieve this.

  • Physical demands include climbing stairs and carrying materials up to 10 lbs.

  • Exceptional email responsiveness



Residency Requirement: As a condition of employment with Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district
