Job Summary
This is administrative and managerial work directing all functions for the School District's Comprehensive School Planning Review (CSPR). The CSPR will take a system-wide look at how populations and communities across Philadelphia are projected to change in the coming to help the District plan for and meet the educational needs of each community's changing population across its building portfolio.
The employee is responsible for directing all components of the CSPR, including the management of a staff; data review and management; marketing and communications; oversight of consultants and vendors; and stakeholder outreach.
Essential Functions
  • Leads a multiyear planning process that reviews academic programs, building quality, and demographics to determine the best use of public owned assets that advance the District's strategic plan.
  • Establishes contacts and collaborates with both internal offices such as the Office of Academic Supports, Office of Management and Budget, Office of Student Support Services, Office of Student Placement, and the Office of Capital Programs and external partners such as the Mayor's Office, the Department of Public Property and City Planning Commission to address school climate and the social-emotional needs of students.
  • Initiates, develops, and monitors limited and multiyear contracts with third party vendors providing professional and technical services for the CSPR.
  • Maintains and monitors student enrollment as well as demographic and educational changes that will be incorporated into a planning model.
  • Serves as the chief liaison to schools, central offices and community groups on the development of recommendations that address educational adequacy and building utilization.
  • Prepares reports related to project status.
  • Serves as liaison to city, state, and federal agencies governing the use of public school facilities.
  • Develops and maintains space utilization standards to meet the needs of the School District.
  • Coordinates and monitors the activities of staff engaged in all aspects of the implementation of the Geographic Information System; assures the system integrates data which reflects the movement of students throughout the city, relocation of educational programs, and boundary changes for schools and clusters.
  • Plans and manages timelines, and monitors progress of various projects and work streams; provides progress updates to the Chief Operating Officer, Chief of Staff, Superintendent and Board of Education.
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Ten years of full-time, paid, professional experience, five of which have been in an administrative or supervisory capacity and have included responsibility for implementing strategic planning for a large urban school district.
  • All work experience related to the position must be included on the resume.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • principles, practices, and procedures underlying coordination of large-scale projects and initiatives.
  • the procedures and methods utilized to implement systemic change in a timely, accurate and effective manner.
  • methods, principles and practices of facility space planning.
  • the methods and techniques used to implement strategic plans.
  • administrative and budgetary practices and procedures.
  • the uses and capabilities of personal computers and their software applications.
Demonstrated ability to :
  • function as an entrepreneurial self-starter, a team leader, a facilitator, and as a member of a team.
  • lead and implement strategic initiatives under aggressive deadlines.
  • develop and implement space utilization standards for the School District.
  • maintain records, monitor attainment of departmental goals and prepare reports on a timely basis.

  • exercise sound judgment and discretion in applying and interpreting policies and
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a 12-month, non-represented position. The salary grade for this role is 4035.
