POSITION: PERSONNEL ASSISTANT - TEMPORARY - 2 POSITIONS

SALARY: $44,533 - $53,242

TYPICAL WORK ACTIVITIES:
  • Performs technical personnel work involving various phases of personnel administration;
  • Organizes and supervises the maintenance of personnel records relating to appointments, probationary terms, longevity, certification of professional employees, salary and leave credits;
  • Prepares reports as required relating to such matters as professional certification, retirement benefits and changes in civil service status;
  • Prepares, dictates or drafts letters to employees, payroll office and retirement systems on matters pertaining to salary and status of employees;
  • Completes complex studies of personnel problems covering such matters as salary, tenure, leaves of absence and personnel regulations;
  • Supervises the preparation of payrolls including salary determination and calculation of deductions;
  • projects data for master payroll annually;
  • prepares the necessary certifications as to service, salary and deductions for employees;
  • Prepares various monthly and annual reports including but not limited to reports on civil service and instructional retirement, unemployment insurance reports and statements on service and salary;
  • Maintains records for professional tenure appointments;
  • Advises supervisor of appointments, changes, leaves of absences and resignations or terminations to be acted upon by the members of the Board of Education at their meetings;
  • Assists the Executive Director in carrying out the functions civil service and instructional personnel;
  • Maintains roster file of all employees;
  • Processes paperwork for personnel transactions such as appointments, resignations, terminations or retirements;
  • Ensures personnel changes are in compliance with Civil Service Rules, Regulations and Law;
  • Prepares routine correspondence and answers inquiries of school district employees pertaining to personnel policies;
  • Performs related duties as may be assigned by the Executive Director of or a designee.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS
  • Working knowledge of the principles and practices of public personnel administration;
  • Working knowledge of the methods and procedures used in record maintenance, payroll certifications and the processing of personnel transaction;
  • Ability to understand and interpret written material;
  • Ability to supervise the work of others;
  • Ability to establish a good working relationships with school district officials and employees;
  • Ability to maintain accurate record and prepare reports;
  • Physical condition commensurate with the demands of the position.


MINIMUM QUALIFICATIONS

Promotional
Continuous and permanent status in the Board of Education as a Senior Personnel Clerk for one year.

Open Competitive

(A) Bachelor's Degree from an accredited college or university and two years of full time experience in personnel work

OR

(B) Associates Degree from an accredited college or university and four years of full time experience in personnel work

OR

(C) An equivalent combination as defined within the limits of A and B.

Personnel Work is defined as duties performed by an individual in the areas of recruitment, screening, selection procedures, administration of salary schedules, dealing with employee services, maintaining employee personnel and employment records.

APPOINTMENT: Appointments are subject to the review of the Board of Education upon the recommendation of the Superintendent following the approval of the City of Buffalo Civil Service Division. Personal interviews shall be scheduled where appropriate.
