    Upward Bound Project Director

    General Statement
    The Upward Bound Project Director reports to the principal of Stamford High School and the Coordinator of College and Career Readiness and is responsible for meeting the program objectives of this 5 year program, which includes:
    • Improving the school-based academic performance of students selected for the program
    • Improving standardized test scores on state assessments for participating students
    • Improved high school graduation rates
    • Increased participation in rigorous high school course work
    • Enrollment of participating students in post-secondary education upon graduation
    • Completion of post-secondary education by program participants


    The Project Director will manage this program at Stamford High School under the direction of the building principal, ensuring that the program is designed, managed and evaluated against these goals. He/She will be responsible for all aspects of program enrollment and operations, and communicate regularly with building staff and central office and management to ensure the program is meeting the needs of participating students.
    Major Responsibilities
  • Actively support the vision, mission, and goals of the project and promote a supportive, positive work environment that is conducive to team building.
  • Develop marketing/recruitment plan and participant information to reach out to targeted participants. Positively market and promote the program through effective public relations strategies within the school community and with other stakeholders.
  • Work with school staff members to identify program participants, communicate with students and parents about the program, and enroll targeted students.
  • Plan, coordinate and supervise project activities/events both during the academic year and during the summer academic program, including recruitment of students, Saturday academic classes, 6-week Summer Academic Institute, campus activities, field trips, tutoring, and career and college day programs. Coordinate Saturday academic program, class schedules, tutoring component and other program activities.
  • Maintain targeted number of project participants based on grant award notification.
  • Work with project partners to provide wrap-around support services to the students and their families to ensure program success.
  • Coordinate with Post-Secondary institution (University of Connecticut) to plan, coordinate and supervise college experiences for participants.
  • Supervise, train, and monitor all other non-certified staff, including the Project Advisor. Hire, in coordination with the building principal, all needed staff members, including, teachers, tutors and summer staff. Evaluate all non-certified staff members. Plan and coordinate in-service training for advisor, tutors, teachers, student workers and other program staff. Ensure that Project Advisor is well-trained in various pre-college topics in order to conduct effective grade-appropriate workshops related to PSAT/SAT/ACT/ test preparation, scholarship searches and applications, college admissions, financial aid technical assistance and other related topics.
  • Monitor individual academic and service plans in order to provide support services that address identified participant needs. Administer and review pre/post standardized assessment scores and interprets results to identify academic and motivational strengths as well as deficiencies of participants. Handle student discipline and growth plans as necessary.
  • Ensure that advising staff provides extensive assistance to assigned senior participants in order to gain admission to a post-secondary institution with sufficient financial aid packages and coordinate tracking of all program alum in order to determine college graduation rates.
  • Monitor the collection and data entry of student records as appropriate to a database system and oversee the maintenance of required student file documentation. Ensure that staff provides written documentation on all program services and activities by using approved contact logs.
  • Prepare internal and external reports including the Department of Education Annual Performance Report, grant continuation documents and other departmental reports. Prepare timely monthly reports on all major areas of responsibility including academic progress of participants and academic advising activities and submit weekly activity plans to the building principal. Report regularly to the building principal about successes and challenges of the project.
  • Conduct parent in-service to discuss program requirements and college preparatory information and plan for summer programs.
  • Display professionalism at all times and exercise prudent judgment with the use of all departmental equipment, resources, and items.


  • Qualifications

    • Master's degree required in education, counseling, or public administration from an accredited college or university
    • Minimum of three (3) years' experience in the areas of staff supervision; budget management; program development and evaluation; reporting and compliance with federal regulations.
    • Minimum of five (5) years' experience with Federal TRIO program, academic support program or similar projects or programs for disadvantaged students.
    • Professional or personal experience in overcoming barriers similar to those confronting project participants
    • Formal training and/or work experience in programming to improve academic performance, standardized test scores or other project objectives.
    • Ability to administer and manage educational opportunity programs
    • Knowledge of academic advising services, development of individualized service plans and college, career, financial aide and economic literacy services/programing for low-income and disadvantaged students.
    • Ability to plan, supervise and evaluate the work of others.
    • Ability to manage and expand program partnerships.
    • Knowledge of applicable federal, state and local rules and regulations
    • Diplomacy skills; ability to provide professional leadership and establish effective working relationships.
    • Excellent written and oral communication skills.
    • Knowledge of basic computer skills including Word, Excel, and PowerPoint
    • Ability to collect and analyze data and conduct internal project evaluations.
    • Multilingual, preferred.
    • Flexibility on hours and days.

    Work Year

    Flexible, however this job is a full time and year-round position. Applicants must be available to work during the school day, after school, some evenings and 2 Saturdays a month during the school year, and must work Monday through Fridays during the 6 week summer component. Positions require occasional travel for national and regional TRIO conferences.
