Additional Information: The Telecom/Network Engineer has the responsibility for the administration of

SUMMARY:
The Telecom/Network Engineer has the responsibility for the administration of VoIP and video operations. The Telecom/Network Engineer manages and maintains the organization-wide telecom, VoIP and video network (instructional, administrative and security), both physical and virtual. This individual will work with a team to establish standards, policies and procedures to provide a high quality deployment while building a support structure to ensure that the organization receives full functionality and benefits from the products and services within the IT infrastructure.

Highline Public Schools serves approximately 19,000 students in the communities of Burien, Des Moines, Normandy Park, SeaTac, and White Center in Washington State. In 2013, parents, students, community members, and staff at all levels of the district came together to develop a strategic plan that reflects our goals and dreams for our students. The plan was updated in 2018 to guide our work through 2023. ESSENTIAL DUTIES AND RESPONSIBILITIES

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. * Maintains data, voice and video network hardware and systems; investigates and resolves network and hardware matters of significance; researches, analyzes, isolates and resolves errors; assesses and updates older networks as needed and in accordance with specified plans and in communication with peers and administration. * Provides technical support on data, voice or video (instructional, administrative and security) networks for internal and/or external customers; answers technical questions; recommends and implements approved course of action. Provides technical leadership for data or voice network problem escalation and resolution. * Installs and maintains network facilities, including hardware, software, and system data for large networks. Installs network applications on network servers and/or voice equipment; maintains, tests, researches and resolves problems. Determines appropriate standard testing routines or scripts; may test various voice or data equipment such as routers, switches, hubs or optical equipment, or multi-function switches, video

JOB DESCRIPTION:
TELECOM/NETWORK ENGINEER - DoTS encoders and decoders, end offices, signaling transfer points, private branch exchanges (PBX), voice mail, and call management system, security lock administration, etc. for maintenance. * Designs, implements and maintains various networks such as LAN, WAN, and voice systems in accordance with specified requirements. Prepares data or voice network diagrams and drawings to document and assist in communicating current operational status of networks. * Performs data or voice network configurations and configuration changes of various voice or data equipment such as routers, switches, intelligent hubs, multi-function switches, end offices, signaling transfer points, PBX, voice mail, call management systems, etc. to enhance performance. * Provides leadership and work guidance to less experienced personnel. * Prepares routine proposal documentation and information to meet customer requirements. Prepares routine cost analyses and vendor comparisons to ensure cost-effective and efficient operations, and measures feasibility of various approaches. * Skills needed: VoIP Routing and Switching, SIP, familiarity with PBX, Voice Mail Systems, ACD Systems, Telecommunications Management Tools, cabling infrastructure, video conferencing systems, security systems and E911 systems. * Maintain the availability, reliability, performance and security of video conferencing and security infrastructure, as well as enterprise IPTV, Video-on-Demand and Webcasting systems. Support multicast, iMovie, Cisco, Polycom, Google Hangout and Microsoft Skype for Business video infrastructure and endpoints. * Proactive monitoring of systems and components. Provide support to enterprise digital signage solution, desktop video, and security systems. Perform tuning and capacity planning for the video infrastructure. * Manage the design and implementation of Audio Visual solutions, ensuring operational requirements are met. * Perform lifecycle management activities for portfolio of products and systems. Install major releases and patch updates on all supported platforms. Perform preventative maintenance. * Resolve infrastructure and application incidents. Assist tier 1 support groups by scripting resolutions to repeat incidents. Deliver training to end-users upon installation of new systems. * Participate in product evaluations, system testing and internal certification. Provide On-call and off-hour systems support for scheduled and unscheduled maintenance. Develop and distribute communications regarding best practices, processes, policies, and education. Develop and maintain system architecture and operational support documentation.

MINIMUM QUALIFICATION
EDUCATION and EXPERIENCE: Bachelor's degree in engineering, computer science, management information systems, or related field Three or more years of experience in data, voice or video networks (instructional, administrative and security). ADDITIONAL QUALIFICATIONS: Technical certificate/diploma in Telecommunications and 2 - 4 years related experience, or equivalent combination of education and experience Experience working with local area network systems and technical infrastructure communication issues Experience working with network systems and networking principles, data, voice or video Experience working with network software and hardware, data, voice or video Experience working with CCTV security system encoders, decoders and operation Experience with VoIP, QoS protocols, jitter, diagnosing or tuning Quality of Service and bandwidth analysis Experience with configuration and support experience in a complex multi-layered network environment Highline Public Schools 81E23TNE Telecom/Network Engineer (DoTS) Lv23 Page 2 of 5
