POSITION:  CHIEF ACADEMIC OFFICER (CAO)
 

I.Broad Function Under the supervision of the Superintendent of Schools, and in harmony with the policies of the Board of Education, the State Laws, and the Commissioner's Regulations, the Chief Academic Officer (CAO) develops and directs the services of professional staff. S/he studies and reports to the Superintendent information indicating the desirability and subsequent impact of changes in teaching, learning, curriculum, and methods of teaching upon student learning. S/he is also responsible for organizing district-wide efforts toward curriculum and instructional improvement and for planning the in-service education of all professional personnel. S/he evaluates the effectiveness of the teaching and learning programs, and recommends needed organizational and personnel changes to the Superintendent.  This includes such responsibilities as:  leading, directing, and supervising a variety of personnel and programs; creating effective parent, teacher, and child communications; supporting, encouraging, mentoring, and evaluating staff; fostering teamwork between teachers and among staff and parents; and managing budget items. 

 

II.Duties and Responsibilities Working with the District Leadership Team, District Data Team and related curriculum, instruction, professional development, community committees, s/he has these and other duties and responsibilities:

 

A.Overall direction and administration of the instructional program

  1. Direction and support of Instructional Staff
  2. Directs and coordinates the instructional activities.
  3. Serves as a member of the Superintendent’s Cabinet.
  4. Consults with leadership team members in the interpretation and resolution of problems involving teaching and learning and professional personnel.
  5. Consults with leadership team members in evaluating the effectiveness of teaching and learning.
  6. Visits schools and classrooms, especially those of beginning teachers, for the purpose of appraising the effectiveness of teaching and learning and discusses these appraisals with the principal and staff.
  7. Serves as a spokesperson and community liaison for district initiatives and programs as requested by the Superintendent.
  8. Manages and evaluates administrative staff as assigned by the Superintendent.
  9. May assist Talent and Human Resources Department in the recruitment and selection of employees, the administration of collective bargaining agreements, corrective action, and other human resources issues.
  10. Prepares and oversees such district publications, state and district reports and web sites as appropriate and as directed by the Superintendent.
  • Coordination of Committees
  • Organizes and coordinates District Data Team, curriculum and other committees that include parents, community members, and other professional staff.
  • Provides for the organization of ad hoc committees to study specific instructional problems.
  • Recommends establishing other curriculum study groups as needed, and provides for the leadership for these groups.
  • Direction and support of Teaching and Learning
  • Plans and monitors those initiatives and activities to improve instruction and learning.
  • Interprets system-wide instructional policies and plans to the leadership team and other educational staff.
  •   Interprets achievement data to the leadership team and other educational staff and serves as the District Test Coordinator. Visits schools to observe the instructional program. Provides opportunities for teachers to discuss instructional concerns with members of the central administrative and leadership team. Provides in-service and training to help faculty effectively address the developmental needs, interests, and abilities of students. Provides leadership in developing research designs to assess programs effectiveness. Developing and directing In-Service Training Program for all Instructional Staff
  • Prepares and coordinates the curriculum writing activities for teachers based on district needs and articulated goals.
  • Identifies and supports partnerships with SDE, local colleges, universities, and RESCs to support professional development and training for teachers and administrators.
  • Participates in New Teacher Orientation in partnership with the TEAM Facilitator and Curriculum Leadership team to plan and organize professional learning for teachers and administrators new to the district.
      B.Overall Direction and Curriculum Development
    1. Directs the district-wide program of curriculum development.
    2. Reviews and coordinates the district’s curriculum development plans to assure an articulated, well-balanced instructional program.
    3. Supervises and coordinates the activities of district-wide curriculum committees to obtain representative views and recommendations and to ensure sound practice that aligns with state standards.
    4. Directs the development of curriculum and ensures it is maintained on Google Docs, handbooks, resource monographs, web postings and other publications for purposes of improving instruction; reviews all curriculum production prior to its submission to the Superintendent for final approval.
    5. Supervises and supports Curriculum Supervisors, Director of Adult education and the district summer school programs along with departments as assigned.
    6. Plans and supervises other summer school and after-school tutorial programs as directed by the Superintendent.
     

     

    C.Overall budget responsibilities
    1. Participates in the preparation of the district budget.
    2. Recommends allocation of funds according to need on a program-by-program basis tied to the district improvement plan. Such preparation also includes overall district objects in Program and Evaluation.
    3. Supervises and supports the Director of Grants and Innovation.
    D.Public Relations, Liaison, and Additional Responsibilities
    1. Interprets educational programs and achievement data to the staff, parent groups, and other community organizations through discussion groups and public forums.
    2. Maintains membership and actively participates in professional associations and committees.
    3. Performs such additional duties as may be delegated to him/her by the Superintendent.
    III.Authority The Chief Academic Officer reports directly to the Superintendent of Schools.  S/he works closely with leadership team members (Principals, Supervisors, Directors, Coordinators) in matters relating to overall teaching and learning, professional personnel matters, curriculum development, implementation, evaluation, and in-service education within the areas of their assignments. S/he acts as the Chief School Administrator in the absence of the Superintendent of Schools.

     

    Qualification(s)/Education/Experience: 
    • State Certification as required by position (092)
    • Master’s and/or 6th year from an accredited college or university, preferably in School Administration.
    • Ten (10) years of progressively responsible leadership and/or supervisory experience required.
    • Successful Central Office administrative experience required.
    • Successful experience as a School Principal preferred.
    • Demonstrated experience in unionized environment.
     

     

    Knowledge, Skills, and Abilities
    • Knowledge of current teaching methods and educational pedagogy, as well as differentiated instruction based upon student learning styles.
    • Knowledge of school curriculum and concepts.
    • Knowledge of best practices in administration, program evaluation and staff supervision.
    • Knowledge of data information systems, data analysis and the formulation of action plans.
    • Knowledge of applicable federal and state laws regarding education.
    • Ability to use computer network system and software applications as needed.
    • Effective verbal and written communication skills.
    • Ability to develop and implement projects.
    • Ability to communicate effectively with students and parents.
    • Ability to organize multiple tasks and conflicting time constraints.
    • Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
