JOB TITLE : Chief Accountability & Performance Management Officer

REPORTS TO : Superintendent

DEFINITION : Provides leadership in directing the activities of the Division of Research, Accountability and Assessment to ensure that the division supports the system-wide goals and priorities identified in Blueprint 2.0 and the BCPS Master Plan.

EXAMPLES OF DUTIES :
  • Leads, plans, organizes, and directs the activities of the Division of Research, Accountability and Assessment to ensure that the division supports the system-wide goals and priorities identified in Blueprint 2.0 and the BCPS Master Plan.
  • Provides leadership and direction in the development, implementation, and evaluation of system-wide research activities, including the prioritization and design of research projects, the maintenance of statistical series, report preparation, and information dissemination.
  • Provides leadership and direction in the implementation of central office and school-level performance management programs and practices to evaluate results through evidence-based decision making and a focus on accountability in achieving system goals.
  • Provides leadership and direction in the development, implementation and evaluation of strategic planning activities including the identification, assessment, and prioritization of new capital and operating budget initiatives and needs as aligned to the school system strategic plan and both short- and long-range facility planning, including related community relations, public information, and grant development processes and activities.
  • Provides leadership to improve student achievement for all schools by supporting systemic data analysis and interpretation.
  • Ensures that requests from external agencies, universities, companies, and individuals who wish to conduct research in Baltimore County Public Schools are aligned with Blueprint 2.0 .
  • Provides leadership for collaboration with Enterprise Applications to support the distribution of test results and development and evaluation of system-wide research activities.
  • Manages and coordinates all aspects of the annual update to Blueprint 2.0, BCPS Master Plan , and Bridge to Excellence Master Plan. Manages and coordinates all aspects of the annual Report on Results.
  • Provides leadership and direction for the implementation of national and state-mandated assessment programs
  • Provides leadership in the selection, administration, and evaluation of assessments aligned with federal, state, and system requirements.
  • Provides leadership and direction in collaboration with the Division of Curriculum and Instruction in the implementation of formative and summative assessments that are aligned with the state standards.
  • Collaborates and coordinates with the Division of Organizational Development, other offices, and the Community Superintendents and Executive Directors, School Support in the identification and delivery of professional development related to assessments, and data collection, analysis, and interpretation.
  • Provides direction for the administration of contracts for testing programs and research activities. Develops collaborative relationships with external partners in support of system-wide priorities.
  • Provides leadership and system-wide support for the alignment of BCPS school progress plans and processes with Blueprint 2.0 and federal and state requirements.
  • Evaluates the performance and professional growth and development needs of division employees.
  • Monitors, plans, budgets, controls, and assesses expenditures of the Division of Research, Accountability and Assessment.
  • Develops appropriate Baltimore County Public Schools' policies and procedures related to the functions of the division.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or university with a master's degree in a field related to the assignment.
  • Eight years of progressively responsible leadership/ management experience in the field of research/testing, which included experience in a public Pre-K-12 educational setting.
  • Possession of an earned doctorate degree is preferred.

  • Knowledge of the principles and practices of educational research, measurement, assessment, and testing.
  • Knowledge of the statistical analysis of data.
  • Technology competency.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.

  • Skill in managing organizations.
  • Skill in conducting research, measurement, assessment, and testing programs.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities. Work of this class involves travel throughout the county and to locations outside of the county.

CONDITIONS OF EMPLOYMENT :
Work schedules may include evenings and weekends. Employees may be required to work beyond their normally scheduled hours with little or no advanced notice.

Eligible for the Baltimore County Employees' Retirement System.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
