Responsible for developing and managing programs to ensure the health and safety of students, teachers and employees, maintain BCPSS compliance with all applicable federal, state and local environmental, health and safety regulations, including building safety/fire codes and transportation regulations. Develops, recommends and implements, as necessary, best practices procedures, policies and programs in all related areas. Coordinates with the City of Baltimore, State and Federal agencies, BCPSS Senior Staff, Legal Counsel and applicable BCPSS departments. Coordinates with the City of Baltimore Director of Emergency Management.

Essential Functions
  • Monitors and ensures compliance with all applicable Federal, State and Local laws and regulations regarding Environmental, Health, Safety, Transportation and Building Codes throughout the BCPSS. In lieu of existing applicable laws, regulations or guidelines establish, communicate and monitor best practices procedures to ensure the safety and well-being of all students, employees and the public at BCPSS facilities.
  • Conducts and participates in monitoring, testing and reporting on the quality and levels of lead, water, asbestos, indoor air, hazardous materials and chemicals at all BCPSS facilities.
  • Acts as BCPSS liaison with the City of Baltimore, Incident Commanders, Office of Homeland Security and Office of Emergency Management; with the ability to lead in the development and implementation of a comprehensive system-wide Emergency Preparedness Plan.
  • Plans, develops, prepares and communicates written Health, Safety, Environmental and Homeland Security procedures and guidelines for use throughout the BCPSS.
  • Trains staff and other individuals as needed regarding Environmental Health and Safety matters including participating in required continual education and re-certification programs to stay current on related laws, regulations, best practices and trends in the respective industries.
  • Responds to emergency and unidentified reports of hazards throughout the BCPSS such as, but not limited to, chemical releases (science, fuel oils) indoor air quality (molds, mildew and unidentified microbial) and external thermal issues such as heat and cold issues.
  • Monitors and reports on playground safety and construction issues including developing safety upgrade procedures for use at all BCPSS playground facilities.
  • Established new or revised procedures/guidelines as necessary and complies with all applicable laws, regulations or existing BCPSS procedures and practices regarding fire safety, transportation, building code, hepatitis/ HIV and OSHA guidelines.
  • Responsible for the planning, implementation and monitoring of a BCPSS Pest Management Plan.
  • Confers with BCPSS Facilities Planning, Design and Construction Personnel regarding school construction projects, regulations and compliance.
  • Receives incident reports and conducts on-site field investigation, analysis, and prepares and circulates written comments to applicable BCPSS departments for further analysis and potential corrective action(s).
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.

Desired Qualifications
  • Bachelor?s degree. Master?s preferred.
  • Eight years of environmental health, safety compliance and inspection experience
  • Working knowledge of industrial hygiene and trained in mold, lead, and asbestos identification and abatement
  • Working knowledge of chemistry, biology, physics or bacteriology or related field as it relates to indoor environmental air and water quality
  • OSHA 40-hour hazardous materials technician certificate, Inspector Certificate in accordance with AHERA (Asbestos Hazard Emergency Response Act) regulations and techniques of Environmental Health Investigation, and Asbestos Inspector and Management Planner preferred.
  • Valid Maryland Class C Noncommercial driver?s license or an equivalent out of state driver?s license
  • Proven ability to plan, develop and facilitate appropriate safety, health and/or environmental training programs to staff members and employees as applicable throughout the BCPSS
  • Proven experience and proactive accomplishment in effectively coordinating and communicating with Federal, State and local officials and the public on matters related to the environmental safety, health and well being of all students, teachers, employees and visitors at BCPSS owned, leased or managed schools, facilities or vehicles
  • Ability to effectively coordinate and conduct both line and administrative responsibilities across the system in order to reduce risks to students, employees and the public
  • Effective verbal and written communications skills including ability to organize, analyze, prepare and discuss complex technical data reports to both technical and non-technical recipients
  • Ability to prepare and present effective oral and written reports, proposals and educational information.
  • Effective interpersonal skills and the ability to explain, on a daily basis, complex technical matters to school administrators, parent and community groups
  • Proficient in the use of various monitoring equipment, computers and related software systems
