General Statement of Job
Under limited supervision develops, implements, maintains and/or provides support for district-wide information systems. Facilitates technical and business requirements gathering sessions, conducts research and analysis and produces data extractions or reports. Works on complex information system problems analyzing and evaluating current business methods and procedures for improvement. Monitors systems for proper operation; provides professional user support as needed. Delivers training to a variety of audiences, understanding and applying adult learning principles. This position reports to the Data Integration and Application Support Coordinator of Information Technology.
Specific Duties and Responsibilities
Essential Functions :
Provides telephone and on-site support and writes technical documents for all end users to include school and district personnel and parents.
Writes software manuals for third party packages for our end users; writes technical directions; facilitates monthly users meetings to go over these instructions.
Provides technical documents, phone support, on-site support and training to teachers on the Teacher Grade book; provides technical assistance with grading reports including report cards, interims and honor rolls.
Maintains the integrity and the functionality of business unit systems by performing system and database maintenance.
Conducts quarterly SC Funding reports for the State Department of education; verifies and corrects all coding errors and transmits the data to the State Department of Education; conducts quarterly extraction of required State Coding for other required data items.
Provides training classes on various Student Information System components to include attendance, enrollment, grading and scheduling.
Monitors and supports the Student Information System and servers; provides support and monitor copies of previous year school databases for office use; maintains summer school databases and previous years as well.
Processes year end data required by State for District Report Cards; analyzes data, works with users to fix errors, generates reports and transmits final data to State.
Setups and executes New Year Rollover which creates a new school year for our student and district data.
Participates on various district committees to establish new procedures, processes, and requirements based on changes in state or district mandates.
Conducts software upgrades and installs patches provided by vendor or State Department of Education.
Maintains security for the Student Information System and other third party packages; creates and updates school, student, parent and district level personnel accounts.

Complies with all federal laws, state statutes, Board policies, administrative rules, and directives.
Additional Duties :
Submits data to the State Department to meet state and federal reporting requirements.

Experience working in a school based environment.

Performs related duties as required.

Minimum Education and Training

Requires a Bachelor's degree in computer programming or closely related field supplemented by two years of computer system analysis, programming and maintenance experience supporting a student information system, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
Minimum Qualifications and Standards Required
Physical Requirements :
Must be physically able to operate a variety of machines and equipment, including a computer, calculator, telephone, etc. Must be able to exert up to five pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time, but may involve walking or standing for periods of time. Must be able to lift and/or carry weights of five to ten pounds.

Requires the ability to compare and/or judge the readily observable functional, structural or compositional characteristics (whether similar to or divergent from obvious standards) of data, people or things.
Interpersonal Communications :
Requires the ability of speaking and/or signaling people to convey or exchange information. Includes giving assignments and/or directions to subordinates and receiving assignments and/or direction from supervisor.
Language Ability :
Requires the ability to read a variety of policy and procedures manuals, regulations and laws, financial documents, computer manuals, etc. Requires the ability to prepare narrative and financial reports, correspondence, etc., with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
Intelligence :
Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions, to interpret an extensive variety of technical instructions furnished in mathematical or schedule form, and to deal with several abstract and concrete variables. Requires the ability to apply influence systems in directing staff activities; to learn and understand relatively complex principles and techniques, to make independent judgments in absence of supervision, and to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Must be able to communicate effectively and efficiently with persons of varying educational backgrounds and in a variety of technical and/or professional languages, including governmental accounting and insurance claims processing.

Requires the ability to add and subtract totals, to multiply and divide, to utilize mathematical formulas, to determine percentages and decimals, and to determine time. Must be able to use accounting mathematics and statistics.
Form/Spatial Aptitude :
Requires the ability to inspect items for proper length, width and shape, and visually read various information.
Motor Coordination :
Requires the ability to coordinate hands and eyes using office machinery and to operate motor vehicles.
Manual Dexterity :
Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, etc. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination :
Does not require the ability to differentiate colors and shades of color.
Interpersonal Temperament :
Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency situations or tight deadlines.
Physical Communications :
Requires the ability to talk and/or hear: (talking: expressing or exchanging ideas by means of spoken words; hearing perceiving nature of sounds by ear).

Job Knowledge:
Has thorough knowledge of the methods, procedures and policies of the position as they pertain to the performance of duties of the Programmer Analyst. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Is able to help ensure departmental compliance with all laws and regulations and control the activities of the department through effective supervision. Has thorough knowledge of the organization of the department and of related departments and agencies. Has considerable knowledge of the functions and interrelationships of Richland District One and other governmental agencies. . Is able to maintain complex accounting documents with precision and accuracy. Has skills in the use of computers, calculators, adding machines and other office machinery. Is able to make complex and varied computations and tabulations rapidly and accurately. Knows how to apply managerial concepts and principles. Has the ability to offer training and assistance to co-workers and employees of other departments, as required. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to read and interpret technical and financial materials, policies and laws, and related materials pertaining to the responsibilities of the job. Knows how to prepare reports, records, etc., with accuracy. Has a comprehensive knowledge of the terminology and various professional languages used within the department. Knows how to maintain effective relationships with personnel of other departments, professionals and members of the public through contact and cooperation.
