   Licenses/Certifications
Must hold or be eligible for a valid Georgia Educator's Certificate in Educational Leadership and/or Support Personnel License issued by the Georgia Professional Standards Commission.

Education
Bachelor's degree in related field required, master's degree or advanced degree in law preferred.

Skills
Ability to investigate effectively and document EEO-related violations and complaints. Ability to work successfully with colleagues, teachers, administrators, and executive management; excellent oral and written communication skills, thorough knowledge of federal and state equity laws; knowledge of Gwinnett County Public Schools (GCPS) policies and regulations, organization, and functions/procedures related to administrative standards and processes; thorough knowledge of personnel procedures and policies; ability to maintain a high level of confidentiality, ability to resolve conflict.

Work Experience
Minimum of five years professional level experience in employee relations or human resources with an emphasis on employment discrimination, mediation, and internal investigations preferred. School experience preferred.

PRIMARY RESPONSIBILITY
Conduct research and discovery investigations into employee misconduct which may violate Board policy, administrative procedure, Georgia Professional Standards Commission Code of Ethics, State Board policy, and State or Federal laws, or which district process otherwise specifies to be investigated. Assist in investigation and providing resolution in matters related to grievances and appeals, substitute assessment reports, compliance, accommodation, grievances, and Title IX.

ESSENTIAL JOB DUTIES

1. Conduct investigations of employee misconduct and prepare detailed reports containing findings.

2. Conduct investigations of discrimination based on gender, age, race, color, disability, religion or national origin as well as recommend solutions and prepare detailed reports containing findings.

3. Conduct investigations per district protocol for substitute employees reported through the substitute assessment reporting process.

4. Maintain an in-depth, comprehensive and current knowledge of Board policy, administrative procedure, Georgia Professional Standards Commission Code of Ethics, State Board policy, and State or Federal laws, the district grievance process and the workplace accommodation process, Equal Employment Opportunity (EEO), Office of Civil Rights (OCR), Americans with Disabilities Act Amendments Act (ADAAA), Title IX, and other law related court cases, guidelines, and GCPS policies and procedures.

5. Assist in developing and delivering training related to EEO practices, human relations, federal laws, and GCPS policies and procedures, investigations, and other related topics.

6. Conduct a thorough, unbiased, and professional investigation.
a. Ensure that an investigation is completed when appropriate.
b. Ensure that the investigation is concluded and closed in a timely manner.
c. Work collaboratively across departmental and divisional lines as needed.

7. Collect and analyze data on investigations conducted.
a. Prepare reports for leadership, presenting investigation data and points of interest.
b. Identify trends in the data and analyze what the trends reflect.
c. Make recommendations to district leadership based on data.

8. Provide continuous quality improvement to departmental processes.

9. Assist in developing and delivering training related to EEO practices, human relations, federal laws, and GCPS policies and procedures.

10. Perform other duties as assigned.
