BASIC QUALIFICATIONS:

High school diploma or general education (GED); five years of experience in Human Resources; or any combination of training and experience that would provide the following knowledge, abilities, and skills:
  • Thorough knowledge and understanding of specialized area covering work assignments.
  • Thorough knowledge of school system programs, policies and regulations.
  • Considerable knowledge of Prince William County Schools system organizational and instructional/administrative programs.
  • Ability to communicate effectively, orally and in writing, at all levels.
  • Ability to work under pressure and make decisions in accordance with laws, ordinances, regulations, and established procedures.
  • Ability to work effectively without close supervision.
  • Ability to meet and work with top level officials with tact and diplomacy and to work well with others.
  • Thorough skill in the use of HRIS, database, spreadsheet, and word processing, equipment and software.
  • Ability to work independently without supervision.

BASIC FUNCTION/NATURE OF WORK:

Maintain and support a program of recruitment, selection and placement of qualified and competent applicants to fill administrative/management employment; share responsibility for supply and demand, candidate acquisition and the selection process for administrative/management employment; ensure that all applicants and selected candidates are guaranteed proper administration of all non-discrimination policies, regulations, standard operating procedures. Assist administrators/managers in interpreting all policies and regulations related to human resource management; maintain the official personnel record system for administrative personnel. The work is performed under the general supervision of the Associate Superintendent for Human Resources.

DUTIES & RESPONSIBILITIES/ILLUSTRATIVE EX OF WORK:


  • Works collaboratively with all stakeholders in Providing a World-Class Education.

  • Coordinates the recruitment of administrative/management applicants and makes recommendations for screening process.

  • Prepares and maintains various human resources correspondence and reports directly to the Associate Superintendent for Human Resources.

  • Assists in development, maintains and ensures consistency of job descriptions for all job descriptions submitted to the Department of Human Resources for review and approval.

  • Develops human resources statistical and computer reports.

  • Coordinates payroll actions relating to new hires, promotions, retirements and resignations.

  • Communicates and disseminates human resources policies and procedures.

  • Coordinates and oversees the management of administrative/management employee files.

  • Provides operational support and focus relative to the recruitment function, acting in collaboration with Supervisors, Directors and Administrators at specific locations to recruit high qualified administrators/managers.

  • Designs and submits advertisements to newspapers, journals, and internet websites to attract administrators/managers.

  • Fully utilizes internal candidate, applicant and new hire databases and systems.

  • Provides, maintains and supports requests for reports, utilizing appropriate tools and systems.

  • Provides secretarial support to the office of Equity & Compliance.

  • Maintains databases and file (including roster of personnel in areas of specialization), current vacancies, current position count for budgetary control, and board list of personnel actions in accordance with county schools' records management system.

  • Conducts independent recruiting actions to locate applicants for positions (some of which may be hard to fill) by preparing and maintaining vacancy announcements.

  • Received incoming correspondence. Composes and prepares general correspondence, regulations and notices, as needed. Provides reports to schools, central office staff, and state agencies as requested.

  • Performs secretarial duties consisting of establishing and maintaining a variety of files; communicates with other departments and schools; prepares travel forms, leave requests/approvals; and confirms supervisor appointments.

  • Maintains inventory and formalizes requests for employee evaluation and intent forms. Summarizes data and provides status report to supervisor.

  • Processes location and position changes directly in the Human Resource Information System, notifying appropriate offices of changes. Inputs and verifies employee information and distributes to compensation, benefits, time & leave, staff development, mandates and verification offices.

  • Responds to requests for general or procedural information from school division officials, employees, applicants and general public. Provides verbal verification of employment, as required. Communicates with new and existing employees regarding salary, step placement, probationary status, and file completion.

  • Works with minimal supervision and within time constraints.

  • Performs other duties as assigned.



SALARY: Hiring Range: $45,407 - $63,989/year ($24.22 - $34.13/hour)

DAYS: 250

FULL TIME/PART TIME: Full Time
