Essential Functions and Objectives:

Manages and oversight of the day-to-day pupil transportation operations in one of two terminal locations. Provides leadership that enhances, recommends and ensures efficiency and effectiveness of district daily transportation services. Coordinates operational staffing, execution and facilitation of all service elements that impact employees, schools and parents. Ensures compliance of all DPS, State & Federal policy and regulations.

- Manage daily student transportation logistics and terminal activities in all weather conditions by coordinating and scheduling activities of at least 250+ transportation personnel (e.g. schedulers, drivers, paraprofessionals and administrative staff).

- Oversee supervisor responsibilities of staff and ensure Transportation objectives are met.

- Ensure safe working conditions for fleet maintenance personnel by analyzing data; identify trends of safety concerns and communicate safety concerns and trends with staff.

- Review and participate in employee related issues (e.g., discipline, contract negotiations, grievance resolution) as the Level I Grievance Hearing Officer.

- Establish and implement inclement weather contingency operation plans (e.g. delayed start, clearing ice or snow from terminal grounds

- Lead, participate and collaborate in cooperative purchasing initiatives (e.g. fuel, asset purchases.)

- Monitor technological and marketplace developments and modify DPS fleet policies.

- Participated in union contract negotiations and settlements of grievances.

- Conduct or ensure accident reviews are completed and follow-up action has been taken.

- Promote a productive workplace environment through shared goals, mutual respect, employee recognition, and equal opportunity.

- Review reports (e.g., analysis of operations, budget expenditures) and other performance data to measure productivity and goal achievement (e.g., improving customer service and transportation services) and to determine areas needing cost reduction and program improvement.

- Establish, develop, and maintain positive working relationships with District leadership (e.g., principals, parents, community) to improve school bus transportation and safety.

- Develop and implement transportation strategy, department policies, goals, objectives and procedures with Terminal Director and District personnel.

- Conflict management to address service delivery

- Coordination and facilitation of safety assessments with the city of Denver, schools or community advocates.

- This is a safety-sensitive position within the DPS School District and mandatory position requirements include: a copy of current Driving Record at time of hire, clear CBI criminal/background investigation and compliance with Drug Free/Pre-hire and Random Drug testing conducted throughout duration of assignment.

- Perform other duties as assigned.

Knowledge, Experience, & Other Qualifications:

- Minimum of five (5) years management and administrative experience that includes budget knowledge, in the Transportation, Operations or large public sector, government entity or organization.

- Ability to obtain a Colorado CDL commercial BP2 License

- Meet district motor vehicle insurability requirements.

- Experience in a collective bargaining environment.

- Experience in technical environment using technical information and processes to make decision.

- Excellent communication skills both verbally and written.

- Experience and proficiency with Microsoft Office products (e.g. Excel, Word, and PowerPoint) and transportation industry specific software.

- Bilingual skills in Spanish preferred.

- Maintain current knowledge of transportation issues (e.g., safety), and policies and procedures.

- Maintains current knowledge of and participates in fleet management industry initiatives and activities.

- Knowledge of Federal, State and Local transportation rules and regulations.

- Knowledge and experience with fleet maintenance and routing software.

- Knowledge of Global Positioning Systems (GPS) and related software preferred.

- Knowledge of the locations and routes to all DPS facilities and other locations in Denver.

- Knowledge of multi-passenger vehicles and related equipment.

- Ability to work effectively with diverse staff at all levels, in all departments.

- Ability to plan and organize work, at times with interruptions.

- Ability to solve problems and make decisions quickly according to guidelines with consideration of safety and health of others.

- Familiar with operations of fleet vehicles and shop equipment.

Education Requirements:

- Bachelor\u2019s degree in Business Administration, Organizational Leadership or related field preferred.

- Master\u2019s degree preferred.
