General Description

Responsible for coordinating, managing, developing, implementing, and monitoring early childhood special education (ECSE) services for students with disabilities in Chesterfield County Public Schools (CCPS). Assists schools with analysis of student performance data to target professional development and recommend delivery of instructional interventions to close achievement gaps for students with disabilities. Contacts are regularly and frequently made at all organizational levels within and outside the department to explain and implement programs and policies; professional judgment is required. Experience in managing meetings and communication with special education compliance related topics. Works with community resource personnel and agencies outside the school system. Requires knowledge of services, supports, and agencies involved in serving and supporting early childhood programming for students with disabilities. Work is performed under general supervision of the Special Education and Transition Services Coordinator and within specific regulations, program objectives, and policies.

Essential Job Functions

  • Serves as the division level liaison and professional resource for school-based Coordinators of Special Education, administrators, and other personnel.
  • Interprets state and federal regulations regarding to teachers, administrators, parents, and other persons to ensure compliance with identification, eligibility, and ECSE programming.
  • Responsible for assessment, data collection, and monitoring student performance and development of instructional programs for students receiving ECSE services.
  • Assists in curriculum development, implementation, and revision. Provides guidance in the selection of textbooks and other instructional materials and equipment for the program.
  • Plans and provides orientation on instructional goals for newly appointed teachers, as well as planning and arranging transition workshops.
  • Ensures compliance with all applicable state and federal regulations and accreditation standards, including documentation for the eligibility and IEP processes.
  • Coordinates and facilitates the activities of the ECSE evaluationteam.
  • Facilitates the transition process between the Infant and Toddler Connection of Chesterfield, which includes working directly with staff from the Infant Program, scheduling transition meetings, coordinating referrals, and serving as the Part B representative on the Interagency Council.
  • Visits classrooms for teaching support (modeling, coaching, feedback) and consultation.
  • Assists in the monitoring of instructional programs in the schools and in conducting routine evaluations of the effectiveness of ECSE instructional programs; provides communications to teachers regarding updates.
  • Assists in planning for individual needs related to pupil transportation.
  • Designs and implements training in instructional strategies for ECSE teachers and administrators.
  • Demonstrates knowledge of current research which supports evidenced-based practices in special education.
  • Assists in the development of new and modified programs with linkages to the improvement of student achievement through the use of research based strategies.
  • Provides division wide training and professional development.
  • Assists the Department of Human Resources with interviewing and recommending qualified candidates for ECSE vacancies.
  • Supervises the ordering, inventory, and distribution of materials and equipment for assigned special education programs.
  • Represents the school division in educational projects and initiatives at the local, regional, state, and national levels.
  • Initiates and maintains effective liaisons with other school divisions and professional societies
  • Develops appropriate advocacy positions/statements for special education programs and the needs of special education students.
  • Models non discriminatory practices in all activities.
  • Performs other duties as required.

Qualifications

Considerable knowledge of curriculum development, core content, Virginia Standards of Learning; best practices in professional development and adult learning; instructional strategies for diverse learners and students with disabilities; and special education policy, procedures, regulations, and laws. Working skill in the use of technology to support job functions; to include use of Microsoft Office & Google Suite and web-based resources for professional development and communication. Demonstrated ability to coordinate complex programs and activities and to organize, schedule, and train staff; listen and communicate effectively, both orally and in writing;work effectively with individuals and groups; problem solve; make decisions independently and perform tasks of a sensitive or confidential nature with tact and discretion.

Requirements

Must hold a valid Virginia Postgraduate Professional License with an endorsement in Early Childhood Special Education. An endorsement in Administration and Supervision is preferred, but it is not required. Must have teaching experience and/or any equivalent experience or training which would provide the required knowledge, skills, and abilities. This position is designated as a driving position. In accordance with Policy 5431, driving record checks are performed annually on individuals occupying driving positions.
