QUALIFICATIONS:

Bachelor's degree required; Master's Degree preferred in Nursing, Health Care Management, Public Health, Health Policy or related field.

Project management experience, including project development, implementation, coordination, problem identification, solution generation and issue resolution.

Demonstrated ability to bridge technical and clinical elements of quality improvement at multiple levels and with multiple audiences to address physical, behavioral, dental, and social/emotional aspects of health.

Ability to collaboratively project manage change at the school clinic and health room site level; including effective communication with building leadership, internal staff, external partners and create systemic levels of support that promote student success.

Demonstrated strong leadership and communication at all levels of health care delivery system; including administration, students, parents, staff, and community members.

Ability to design, customize, and deliver training to a variety of end users.

Expertise using a variety of electronic population management tools, technical expertise, and ability to manage budgets at the project/grant level; including ability to read and understand budgets at the line-item level of detail and previous experience with estimating costs for budgeting purposes, contract management, and accountability measures.

SUPERVISES: Professional & Support Staff as assigned.

JOB GOAL: Promotes an integrated system of supports designed to support the physical, social, emotional, and educational development of every student. Requiring leadership, effective communication, and an understanding of the educational system and the social determinants of health. The School Health Coordinator provides direction and oversight, fostering collaboration among local education agency departments, students, families, and the community. Reducing the duplication of efforts, maximizes resources, and ensuring that evidence-based programs and interventions are provided to build and sustain a healthy school community.

ESSENTIAL FUNCTIONS:

Strengthens and implements school health policies that align with federal and state laws as well as regulations and best practices. Complies with federal laws and programs that support health and safety, including but not limited to ESSA, USDA Local Wellness Policy, Safe & Drug Free Schools, Immunization and Attendance requirements etc. are essential to this role.

Serves as a liaison to community health and safety programs. The coordinator builds bridges, acts as a facilitator and specializes in collaboration, partnership-building, data collection, and advocating for the health, safety, and wellness of students and staff. Facilitate cross-boundary relationships between school sites, regions, and District departments to support the integration, effectiveness, and efficiency of academic and learning support, services, and resources to school sites and community partners.

Wrap around student support services with academic goals and school reform; increase the capacity of each school to provide opportunities, services, and support to promote positive development of youth, resulting in increased academic success.

Communicates school health and safety priorities to district administration, building principals, staff, parents/families, community organizations and students using a variety of tools to support the connection between health and learning.

Conduct assessments of student health needs and evaluates school health policies, activities and programs. The coordinator researches funding opportunities; uses data to develop funding proposals to support programs, services, and special initiatives; implements funded proposals; develops and manages a school health budget; and uses best practices to evaluate activities. Develop and maintain data-driven standards to qualitatively and quantitatively measure and assess the programs, services, and community resources in the department.

Participate, manage, and lead community & school collaborative work, teams, task forces, and other projects across various health related initiatives; i.e. immunizations, school-based behavioral health, lead testing, trauma-informed, social-emotional practices, nutrition programs etc.

Direct the preparation and maintenance of a variety of narrative and statistical reports, grant reports, records, and files to ensure accuracy and compliance with federal, state, and District mandates.

Reviews and evaluates school district policies and procedures based on laws, regulations and best practices in student health. Including developing, maintaining, reviewing and updating manuals and procedures related to current trends and policies regarding student physical and mental health (eg. Suicide Intervention and Prevention Manual).

Collaborates with Special Education and Alternative Education administrators regarding student health and psychosocial needs, mandated, and non-mandated nursing services for identified student populations.

Evaluate services in the school health program to plan for more comprehensive services for the student, family, and staff as necessary; assist in the formulation of the District's wellness and health program. Components to include: nutrition services, health services, climate and culture, counseling and social and emotional supports, staff wellness promotion, parent and community involvement, physical education and health education.

Act as liaison between District certified school nurses and the District School Physician Consultant, Dentist, PA Department of Health & Education, and Board of Nursing regarding specific findings, problems, reports, procedures, etc.

Collaborate and create systems of integrated support in partnership with school based behavioral health, school health clinics, wellness and prevention, dental, vision, teen pregnancy and parenting programs, parent engagement and other student service initiatives.

Assist the Crisis Management Flight Team and participates in crisis events as part of the Intermediate Unite Response Team.

Acts as liaison between the school health services staff and various school district consultants, district personnel and community members.

Plan, coordinate, and arrange appropriate training for assigned staff to ensure professional opportunities.

Supervise and evaluate the performance of assigned staff.

OTHER DUTIES:

Concussion Management Teams

Review and revision of District First Aid and Medication Procedure Manuals

Annual review and updates of standing medication orders with the School Physical Consultant

Maintains and reports on AED program

Inventory of annual medical supplies and equipment

Ordering, receiving, and distributing supplies

Continuous review of all District forms pertaining to school health services

Controls the distribution of and use of all District health services forms

Reviews individual certified school nurses' reports

Reviews various reports received from private and community health care providers

Reviews information for medical and non-medial 504 plans, attends meetings and signs plans as central administrator

Reviews all accident reports with Safety Committee

Coordinate with Athletic Trainer and Sports Medicine Consultant in regard to working paper physicals

Document in student health records all sports physical forms and the list of medically cleared student athletes

Participates in the interviewing and makes recommendations in the hiring of school health services staff

Prepares and distributes certified school nurse schedules based on state mandated nurse-student rations and building activity

Maintains contact with OTEE personnel and prepares contingency staffing plans to ensure daily coverage

Supervises, observes, and evaluates the performance of the certified school nurses in the performance of their duties

Document disciplinary action

Coordinates student nurse training cooperative agreements for District

Provide and/or supervises nursing coverage for students with chronic health care needs during summer and extended school year programs, including medication administration, urgent first aid response and health record review.

TERMS OF EMPLOYMENT: Full year. Salary to be established by the Board. EVALUATION: Performance is evaluated per the District's Performance
