General Description

School-based administrative support position which coordinates special education services for students with disabilities to optimize their learning in the school environment. Coordinates screenings, meetings, testing and transportation for individual students. Provides training and support to special education and general education staff in special education procedures, regulations, specialized instruction and assessments. Promotes research-based educational practices for special education students in classrooms. Communicates within and outside of the school system; requires handling of sensitive information and/or dealing tactfully with others.

Essential Job Functions

  • Monitors and assures adherence to policy, procedures, timelines and regulations regarding the special education process, i.e, referrals, evaluations, eligibility, IEP development, Manifestation Determination Reviews, Functional Behavioral Assessments, Behavior Intervention Plans, etc.
  • Facilitates/coordinates referral meetings, child study, IEP meetings (initial, annual review and revisions), and eligibility meetings; Coordinates evaluations to remain in compliance with federal timelines and requirements.
  • Serves as Local Education Agency (LEA) division representative at all IEP and other meetings and assures the development of standards-driven IEPs.
  • Coordinates special education transportation including scheduling of bus aides. Assigns, monitors and verifies timesheets of instructional assistants riding the bus.
  • Trains and assists teachers with the writing of Functional Behavior Assessments (FBA) and Behavioral Intervention Plans (BIP) and assists with efforts in the school to employ positive behavioral interventions and supports in efforts to reduce suspensions of students with disabilities.
  • Provides training and support, serving as an instructional coach, to special education and general education staff in special education procedures/regulations, the implementation of effective collaborative models, differentiated and specialized instruction, data collection and analysis of assessments.
  • Maintains knowledge of SOL and alternative assessment (eligibility requirements) and provides training and support to teachers whose students participate in the Virginia Alternate Assessment Program.
  • Collaborates with testing coordinator to ensure all students with disabilities receive accommodations as provided for by their IEP in division and state assessments.
  • Leads regular meetings for special education staff and provides support to teachers in the areas of assessment, data collection, monitoring student performance and development of instructional programs for students with disabilities to support "best practice" in the field of special education.
  • Enters data and/or supervises data entry into special education student information system; monitors data entered by other CCPS staff for accuracy and compliance; creates and analyzes reports as needed or required.
  • Assists school administrators in developing a master schedule that addresses the needs of students with IEPs.
  • Assists in leading professional learning communities with special and general education teachers to analyze student performance data and review instructional practices to improve student achievement.
  • Observes special education teachers and general education teachers as an instructional coach to promote research-based specialized instruction and support designed to meet the needs of students with disabilities.
  • Provides support to instructional assistants in the areas of developing relationships with students and teachers, data collection, behavior management, and instructional strategies to meet the individual and unique needs of students.
  • Conducts educational evaluations as part of the eligibility process. Collaborates with eligibility team members to determine if specialized assessment instrument would be needed.
  • Maintains effective communication with special education specialists, liaisons, and other support staff.
  • Based upon individual school need, incumbent may be required to:
    • Provide supplemental professional development and support for new special education staff.
    • Access and analyze student performance data to enhance instruction that can improve student performance.
    • Share and model use of research-based instructional strategies with staff to promote quality instruction.
    • Teach content, process and application skills; Plan instructional program; demonstrates skills, assign and evaluate coursework. Administers methods to evaluate progress. Records progress and issues reports to students, parents and administrators.
  • Performs other duties as assigned.

Qualifications

Considerable knowledge of: the regulations and policies related to disabilities; concepts, principles and methodologies of instruction, learning theory and teaching methodologies for special education students. Demonstrated ability: to identify students appropriate for special education programs; to develop instructional goals for students within special education programs; design and deliver instruction and assess student's learning; in decision making, problem analysis, conflict resolution, interpersonal relationships and planning; to organize, schedule and monitor work assignments and to train and advise staff; to communicate effectively, both orally and in writing to students, parents, and other professionals. Demonstrates knowledge in all areas of special education identification criteria.

Requirements

Must hold a valid Virginia Postgraduate Professional teaching license with an endorsement in a special education concentration and three to five years of successful teaching experience. An endorsement in Administration and Supervision is preferred.
