    General Statement:
    The Executive Director of Human Resources (HR) and Talent Development has primary responsibility for directing, coordinating, and managing certified and non-certified staff and resources as well as for development and implementing the district's Human Resources and Talent Development vision and strategy, ensuring the quality of teachers and principals, developing the high-level professional development plan and calendar, including state and federal mandated professional development, overseeing the management of human resources systems, developing and implementing engagement strategies for internal stakeholders, managing and maintaining the collective bargaining process, and coordinating all aspects of employee relations.

    The Executive Director of Human Resources and Talent Development reports to the Superintendent of Schools.

    Major Responsibilities:

    Lead and manage all aspects of the following areas:
  • Development of Human Capital Vision and Strategy (25%)
  • Strategic Planning and Monitoring – Identifies HR needs; defines roles and accountability; determines HR costs; establishes HR measures; communicates HR strategies; monitors HR performance measures; communicates plans and provides updates to Board of Education; establishes compensation recommendations; determines value added from HR function; develops work force strategy models.
  • Supervise Talent Acquisition (25%)
  • Develop and Manage Recruitment, Selection, Induction and Retention of Employees – Plans employee resourcing requirements; gathers skill requirements according to district strategy and educational and operational needs; develops employee diversity plan; oversees development of job descriptions; oversees comprehensive recruitment, screening and selection process for all certified staff; manages induction of new certified and no-certified employees; oversees policy and statutory responsibilities for pre-placement verification.
  • Supervise Professional Development and Evaluation Plans (15%)
  • Manage and Oversee Implementation of Evaluation Plans – Serves in leadership role on Evaluation Committee for certified employees; develops and implements systems for evaluation of non-certified employees; trains employees on the respective evaluation plans; evaluates and reviews evaluation plan effectiveness.
  • Manage and Oversee New Employee Mentoring System – Plans, manages, and oversees implementation of mentoring programs, including Teacher Education and Mentoring (TEAM), Administrator Aspirant, and other related programs.
  • Oversee Development and Coordination of PD Calendar – Oversees management of employee orientation and assignment, including onboarding; manages employee performance; develops and trains employees.
  • Establish Systems for Succession Planning – Develops employee career and succession plans; manages employee skill and competency development.
  • Coordinate with Labor Relations Specialist (15%)
  • Employee Management – Coordinates with Labor Relations Specialist, who reports to Corporation Counsel, to manage employee discipline process; manages mandated policies; manages mediations and dispute resolutions; manages legal and ethical issues; coordinates collective bargaining agreement negotiations; provides guidance on legal and policy issues; administers HR policies; develops and counsels employees; manages promotion/demotion/separation processes.
  • Supervise Human Resources Management (10%)
  • HR Management – Oversees the following areas: development and implementation of HR processes and protocols; implementation of HR policies and regulations; planning and implementation of comprehensive employee benefit plans; development and implementation of HR monitoring systems; management of tracking systems for employees and applicants; management of records retention; management of customer service processes; oversight of substitute system; coordination with payroll department; management of retirements/leaves and deployment of personnel; maintenance of employee data; management of human resource information systems, including time and attendance.
  • Other Duties (10%)
  • Coordinates with and respond to Board of Education, City Departments and City Boards – City HR; Board of Representatives; Personnel Commission; Board of Finance; Corporation Counsel, and other Boards as needed
  • Serves as liaison with pertinent Board of Education Committees
  • Represents the Superintendent of Schools as needed
  • Performs additional duties as assigned
  • Supervises the following:
  • Coordinator of Talent Acquisition and Development
  • MAA positions in the BOE Human Resources Department

  • Physical and Mental Demands, Work Hazards:
    Works in standard office and school building environments.

    Knowledge and Skills:
    • Knowledge of human resources practices and employment law in the public school environment
    • Knowledge of evaluation practices for certified and non-certified employees
    • Knowledge of effective teaching techniques and instructional practices
    • Strong written and verbal communication skills
    • Excellent interpersonal skills and an ability to work collaboratively with others
    • Ability to communicate ideas and directives clearly and effectively, both orally and in writing
    • Effective, active listening skills
    • Organizational and problem solving skills

    Qualifications:
    • A master's degree in Business Administration, Human Resources Management, or a related field
    • A minimum of ten (10) years of extensive and progressively responsible experience in human resources management
    • Experience in labor relations
    • Experience in an urban setting preferred
    • Such alternatives to the above qualifications as the Superintendent and/or Stamford Board of Education may find appropriate

    Work Year:
    12 months in keeping with contracts for executive management personnel
