Teacher - Special Education & Transition Support Specialist

General Description

Provides case management for students with disabilities placed in private facilities through their Individualized Education Programs (IEPs). Coordinates the development and monitors the implementation of the IEP. Conducts observations and monitors progress of privately placed students. Serves as the case manager to the Family Assessment and Planning Team (FAPT), including completing required documentation and participation in FAPT and other agency meetings. Works closely with families, service providers, Children's Services Act (CSA) staff, and educators providing services to students.

During the first semester in the high school setting, the instructor will implement the Education for Employment curriculum and is responsible for providing specially designed instruction in compliance with the program guidelines and legal requirements of Individuals with Disabilities Education Act (IDEA) and Federal regulations for students with disabilities. Plans, delivers, and evaluates instruction based upon specific standards and objectives established by the Virginia Department of Education, Chesterfield County Public Schools, and as indicated in each student's IEP and on an as needed basis communicated by the Office of Special Education and Transition Services. Requires handling of sensitive information and/or dealing tactfully with others..
Essential Job Functions

  • Assesses student needs and participates in student placement decisions.
  • Participates in the development of individual family service plans.
  • Provides case management for students with IEPs and other services provided through the FAPT process. This includes identifying and securing appropriate resources, developing and monitoring IEPs, coordinating eligibility processes, coordinating community services, and planning for student transition to CCPS when appropriate.
  • Maintains effective working relationships with students, parents, educators, and other agency personnel.
  • Communicates with students and parents regarding progress in educational programs.
  • Prepares reports of student progress, and submits reports to interagency planning group.
  • Meets timelines pertaining to special education procedures and provision of supports (e.g., transportation) for successful student placement.
  • Meets and instructs the student(s) in the locations and at the time designated.
  • Develops and maintains the physical environment of the classroom that is conducive to effective learning within the limits of resources provided by the system.
  • Demonstrates mastery of content area (Career and Technical Education: Education for Employment)
  • Prepares for classes assigned and shows evidence of preparation upon request of the immediate supervisor.
  • Takes all necessary and reasonable precautions to protect students, equipment, materials, and facilities.
  • Plans and delivers the appropriate curriculum using district curriculum.
  • Assesses student learning on an ongoing basis and alters instruction to meet group/individual needs.
  • Maintains order within the classroom setting in accordance with division guidelines regarding student behavior management.
  • Demonstrates commitment to improving professional competence.
  • Performs other duties as required.

Qualifications

Considerable knowledge of and compliance with special education processes and procedures. Demonstrated ability to communicate effectively, orally and in writing; to interact effectively with others; and to exercise good judgment. Demonstrated ability to develop reports using word processing and spreadsheet programs. Demonstrated ability to utilize an electronic Student Information System for the monitoring and completion of special education processes as well as accurate reporting of data. Preferred experience working with students who may represent a variety of categories of disability. Preferred knowledge and skills pertaining to highly specialized instructional supports that may be required for students whose academic and behavioral needs are not able to be addressed in lesser restrictive placements.

Working knowledge of the concepts, principles and methodologies of instruction, learning theory and teaching methodologies for students with disabilities. Demonstrated ability to identify students appropriate for special education programs; to develop instructional goals for students within special education programs; design and deliver instruction and assess student learning. Demonstrated abilities in decision making, problem analysis, conflict resolution, interpersonal relationships and planning.
Requirements

Must hold a valid Virginia teaching license with an endorsement in at least one special education area. Three to five years successful teaching experience in Special Education preferred. Three to five years in a related field of education will be considered. Must hold a valid Virginia Driver's license as this position is designated as a driving position. Driving record checks are performed annually in accordance with Policy 5431.
