Boston Universal Pre-K Overview
The goal of Boston Universal Pre-K is to ensure every four-year-old in Boston has access to high-quality early education experiences that lay the foundation for their future learning and educational success. The City of Boston is committed to providing high quality, inclusive, culturally responsive early education to all children whether their families choose to send them to classrooms in Boston Public Schools or community-based organizations.
Approximately 1,500 UPK eligible four-year old children will be served through this mixed delvery system governed under the Mayor's Office and Boston Public Schools. Staff from the BPS Department of Early Childhood (DEC) will provide coaching, mentoring, and PD for teachers and administrators in the UPK funded classrooms and programs.

Job Description
The Boston Universal Pre-K Family Engagement & Comprehensive Services Manager ("UPK FC & CS") will oversee and manage the development of Boston Universal Pre-K family enagement and comprehensive service systems. The UPK FC & CS Manager will be responsible for the ongoing coordination of a family engagement partnership between Community Based Orgraniations and programs ("CBOs") and Boston Public Schools. The UPK FC & CS Manager will work with the Boston Universal Pre-K Director, Executive Director of Early Childhood, representatives from the City of Boston to align policies and procedures that better serve and connect families across the two systems. This will include enrollment policies, procedures and data collection.
REPORTS TO: Boston Universal Pre-K Director and the Executive Director, Department of Early Childhood

ESSENTIAL JOB FUNCTIONS & RESPONSIBILITIES:

It is expected that this person work well both individually and in small groups, on a variety of projects including but not limited to:
  • Build relationships throughout the school and with the district's central office team to drive collaboration and project success related to family and community engagement
  • Support the ongoing work with various district departments, CBOs, UPK partners and outside state/city agencies to implement Boston UPK Family Engagement/ Comprehensive Service (FE/CS) model.
  • Provide ongoing communication via verbal and electronic to CBOs, internal BPS departments, external stakeholders, collaborators, and outside agencies
  • Develop clear, specific, and ambitious performance measures for community and family engagement.
  • Leverage data for timely internal and external reporting; evaluate, on quantitative and qualitative basis, the effectiveness of programs and special projects towards established goals and objectives and for continuous improvement
  • Develop tools aligned with the district's current system to solicit and track family feedback; use feedback to tailor FE/CS support plan
  • Identify, implement and monitor opportunities to bolster parent/guardian participation in school life. Plans should be creative, entrepreneurial, effective, and support continuous improvement
  • Coordinate work with Boston Family Engagement Network (BFEN) and UPK programs
  • Manage promotional events as necessary: Initiate, plan, lead and participate in meaningful community events, including occasional evening and weekend events
  • Develop and oversee the creation of a community based K1/Boston Public Schools K2 connector enrollment system
  • Manage the Comprehensive Services gap analysis work of the Boston Children's Hospital to support the development of UPK implementation strategy for comprehensive services in CBOs that includes how children transition into the CBO and then into BPS
  • Develop grant proposal to Boston Children's Hospital to implement our findings of our comprehensive services gap analysis work
  • Track family engagement and comprehensive services in UPK funded classrooms and report findings to the invested stakeholders
  • Develop marketing and universal enrollment plan in conjunction with UPK Director
  • Develop dashboard view of each UPK organization, program and classroom to reportp progress on the six core quality elements, partnering withn UPK team to collect information and report to UPK Director and relevant stakeholders
  • Oversee family engagement and comprehesive service professional development including advertisment RSVPs, payment and facilitation.
  • Update and maintain UPK Implementation Guide, working closely with the UPK Fiscal and Compliance Coordinator, UPK Project Manager and UPK Director to understand what supports and monitoring steps need to be in place to move programs to higher quality
  • Coordinate a series of events for families to become educated advocates of their child's education by learning about UPK, understanding what we mean is quality, understanding the enrollment process for UPK and meet quality UPK program providers
  • Other duties as assigned and/or required by Executive Director of Early Childhood and/or Boston Universal Pre-K.
QUALIFICATIONS - Required:
  • Bachelor's degree in relevant field (early childhood, family literacy, public policy, business administration)
  • 5 or more years of experience in Early Childhood and/or Family Engagement fields
  • 3 or more years grant management, specifically with subcontracting agencies
  • 1 year or more of database creation and management
  • Expertise with Google and Microsoft suite, including Documents, Spreadsheets, and Presentation
  • 3 or more years designing and leading high-quality professional development
  • 3 or more years of contract management
QUALIFICATIONS - Preferred:
  • Master's degree in relevant field (early childhood, family literacy, public policy, business administration)
  • 10 or more years of experience in Early Childhood and/or Family Engagement fields
  • 3 or more years grant writing
  • 3 or more years of database management
  • Expertise working on a project of similar size, scope, and budget
  • Knowledge of and familiarity with evidence-based preschool program standards, curriculum, assessments, quality assurance, and professional development.
  • Background in community-based organizations and early education
  • Experience and knowledge of the Boston early learning community including the geography, demographics, social, political, cultural and linguistic context, and the organizations that work in the early learning field
  • Experience designing or working with a mixed delivery UPK model, meaning a high-quality program delivered through a variety of providers, including nonprofit, profit and faith-based organizations, licensed child care centers Head Start providers, and school districts
  • Experience and knowledge of federal, state, or local early learning systems, and in issues specific to various elements of the early learning system (e.g., licensing, subsidies, program standards).
TERMS: Managerial Tier D, Full-time; This position subject to the City of Boston residency requirement.
