Boston Universal Pre-K Overview
The goal of Boston Universal Pre-K is to ensure every four-year-old in Boston has access to high-quality early education experiences that lay the foundation for their future learning and educational success. The City of Boston is committed to providing high quality, inclusive, culturally responsive early education to all children whether their families choose to send them to classrooms in Boston Public Schools or community-based organizations.
Approximately 1500 UPK eligible four-year old children will be served through this mixed delvery system governed under the Mayor's Office and Boston Public Schools. Staff from the BPS Department of Early Childhood (DEC) will provide coaching, mentoring, and PD for teachers and administrators in the UPK funded classrooms and programs.

Job Description
The Boston Universal Pre-K Project Manager ("UPK PM") will play a key role in the development of Boston Universal Pre-K management systems. The UPK PM will be responsible for the ongoing management, programmatic, and fiscal coordination of Boston UPK. The PM will work with the Boston Universal Pre-K Director, Executive Director of Early Childhood, representatives from the City of Boston oversee and help to develop the internal UPK infrastructure. Additionally, the PM will schedule and coordinate regular meetings for UPK partners, committees and additonal invested stakeholders.

REPORTS TO: Boston Universal Pre-K Director and the Executive Director, Department of Early Childhood

RESPONSIBILITIES:
  • S/he will manage all aspects of project planning and quality implementation, including providing technical expertise, project finance and budget compliance, supervising staff tasks and performance, coordinating with partners, monitoring and evaluation, and reporting, building staff and partner capacity as required.
  • Ensure project activities are on track, including developing and implementing solutions as necessary
  • Provide technical support and supervision on efficient and effective implementation of assigned projects as per workplans, budgets, timeline and contractual obligations;
  • Design relevant monitoring and implementing materials to ensure quality project implementation.
  • Manage project teams to ensure delivery of agreed deliverables, plans and strategies as per UPK policies, procedures and standards
  • Support development and implementation of databases and data collection; outcome and impact evaluation and success stories
  • Develop new project proposals that build on the successes, lessons learned and needs assessments of ongoing projects and/or are new project ideas.
  • Facilitate team building and cohesive working amongst team members
  • Review and support elaboration of project documents and reports
  • Conduct regular project monitoring, evaluation, documenting and clear reporting on progress of project implementation against indicators and targets
  • Support the UPK Director in relevant tasks of program management, including resource allocation and ensuring appropriate controls are maintained at all levels
  • Support the ongoing work with various district departments, Community Based Organizations ("CBO"), UPK partners and outside state/city agencies to implement Boston UPK.
  • With the Early Childhood Executive Director, Universal Pre-K Director, and representatives from the City of Boston, plan and support the Shared Governance Structure for Boston UPK.
  • Develop dashboard view of each UPK organization, program and classroom to reportp progress on the six core quality elements, partnering withn UPK team to collect information and report to UPK Director and relevant stakeholders
  • Liaise between stakeholders including CBOs, UPK partners, BPS departments, and the Massachusetts Department of Early Education and Care.
  • Oversee all administrative aspects of UPK, including but not limited to child enrollment, QRIS, NAEYC accreditation, Teaching Strategies Gold, family engagement and comprehensive services.
  • Oversee the administrative aspect of coaching including, but not limited to communication, PD logistics and follow up, ordering materials, and PD website updates.
  • Develop centralized PD management system for UPK educators and work with BPS PD lead to track attendance and feedback on PD plans.
  • Serve as liaison between University of Massachusetts-Boston and CBOs to set up spring instructional leadership course and facilitate online Focus on K1 PD course. Ensure that educators are registered, ensure attendance and participation in the online PD course, receive feedback from programs and teachers, as well as gathering data necessary for our formal evaluation of this work. He/she will determine data necessary to be tracked and robust reporting system for future analysis. Report back to BPS content leads on feedback and any issues, and share data with EC Project Manager to report to grantor on results of the pilot year of the Focus on K1 online PD course
  • Provide ongoing communication via verbal and electronic to CBOs, internal BPS departments, external stakeholders, collaborators, and outside agencies
  • Develop workplan to coordinate UPK cross-departmental working groups and report progress to UPK director
  • Serve as a liaison to other central operations departments, including grants, procurement, strategic planning, budget, and procurement
  • Update and maintain UPK Implementation Guide, working closely with the UPK Fiscal and Compliance Coordinator and UPK director to understand what supports and monitoring steps need to be in place to move programs to higher quality
  • Conduct needs assessments of programs, fidelity observations of the curriculum, develop and monitor scope of work and improvement plans for each UPK program and classroom with UPK Fiscal and Compliance Coordinator and UPK Director
  • Oversee timely submission of program reports, meeting institutional and donor requirements, sharing challenges and successes
  • Support the development and roll out of needs assessments including tools, training and participating at the CBO level
  • Support development and implementation of UPK strategies and plans
  • Manage promotional events as necessary.
  • Provide technical assistance as necessary.
  • Other duties as assigned and/or required by Executive Director of Early Childhood and/or Boston Universal Pre-K.
QUALIFICATIONS - REQUIRED:
  • Bachelor's degree
  • Five years or more of related experience, including:
    1. Two years of experience leading large projects
    2. One year of experience in early childhood administration
    3. One year of experience in fiscal monitoring
  • Excellent analytical skills
  • Experience presenting complex analyses to wide variety of audiences
  • Excellent written communication and interpersonal skills
  • Detail-orientation, personal organization and ability to coordinate multiple projects simultaneously
  • Ability to work effectively and comfortably in a team oriented, fast paced environment within the department, across departments, and with outside agencies and organizations
  • Strict confidentiality regarding protected student information
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment

QUALIFICATIONS - PREFERRED:
  • Master's degree in early education or related field
  • 5 years of related management experience
  • 3 years of project management experience
  • 2 years of experience in early childhood
  • 2 years of grants management
  • 2 years of financial auditing
  • Expertise working on a project of similar size, scope, and budget
  • Knowledge of and familiarity with evidence-based preschool program standards, curriculum, assessments, quality assurance, and professional development.
  • Background in community-based organizations and early education
  • Experience and knowledge of the Boston early learning community including the geography, demographics, social, political, cultural and linguistic context, and the organizations that work in the early learning field
  • Experience designing or working with a mixed delivery UPK model, meaning a high-quality program delivered through a variety of providers, including nonprofit, profit and faith-based organizations, licensed child care centers Head Start providers, and school districts
  • Experience and knowledge of federal, state, or local early learning systems, and in issues specific to various elements of the early learning system (e.g., licensing, subsidies, program standards).
  • Expertise in graphic presentation software
  • Expertise with Google Suite for Education
  • Experience working with online professional development systems
  • PMP Certification suggested
  • Most importantly, an engaging personality and good sense of humor
TERMS: Managerial Tier D, Full-time; This position subject to the City of Boston residency requirement.
