Early Childhood Evaluation and Data Manager [Managerial Tier D]

General Description and Goals:
The Early Childhood School Evaluation and Data Manager plays a major role in the strategic planning and management of the Department of Early Childhood (DEC), developing processes for and using evaluation and data for all projects related the department's short- and long-term strategic goals and direction.

In this role, the Evaluation and Data Manager will serve as department evaluation and data management for the DEC, a research-driven department. DEC is implementing a strategic plan to ensure a cohesive, effective strategy from PreK to 2nd grade, ensuring the school success of BPS's youngest learners. Thus, this employee will be data-focused, working on the department's extensive evaluations and data reports to offer best directions for the department. Further, the Evaluation and Data Manager will work substantially on the expansion of PreK programs in community-based organizations across City of Boston to implement Mayor Walsh's Universal Pre-Kindergarten (UPK) initiative and related impacts as students enter in and succeed in BPS programs.

Research, Data, and Evaluation:
  • Manage the research, data, and evaluation of the department's strategic initiatives, including tracking Early Childhood-related student performance targets as specified in the Superintendent's Acceleration Agenda;
  • Evaluate the efficacy of the department's PreK to 2nd grade strategy to ensure that BPS' youngest learners receive a high-quality start to their academic careers;
  • Identify and determine a longitudinal assessment system from PreK to 2nd grade that will also link, as possible, classroom structural variables with child outcome measures, taking into account children's experiences prior to entry in the BPS district;
  • Create and maintain early childhood database that links classroom structural variables (e.g., quality measures, HR data, attendance, mobility) with child outcome measures (e.g., EVT, DIBELS, etc.) from which school readiness benchmarks and other performance indicators can be quantified and reported;
  • Provide technical assistance to BPS and community staff regarding data needs, assessments, and analyses;
  • Prepare reports on student learning and performance that are appropriate for various stakeholders including funding agencies, schools, central staff, and community partners;
  • Provide Professional Development and coaching as applicable to ensure data is being used to inform instruction and quality.
  • Community Stakeholder Outreach and Management:
  • Collaborate with the City of Boston and partner organizations (e.g., Thrive in 5, the Barr Foundation) on Boston's Universal PreK initiative;
  • Collaborate with Early Learning Networks and state agencies (MA Departments of Early Education and Care, Elementary and Secondary Education) to coalesce BPS's PreK to 2nd grade strategy into a full Birth to 8 strategy;
  • Work with various district departments, named partners, and outside state/city agencies and organizations to implement all department grants.
  • Create Shared Governance Structure for Boston UPK efforts with the Early Childhood Director and representatives from the City of Boston,
  • Operations:
  • Aid in the design and implementation of project management tools to ensure projects are on track and within budget;
  • Develop and manage DEC website to ensure maximal usability by teachers, paraprofessionals, school leaders, policymakers, and stakeholders;
  • Liaise between department staff and OIIT for technical assistance and support as needed
  • Other duties as assigned by the Executive Director of Early Childhood.
  • As a member of a highly collaborative group, it is essential to the success of this position that the employee will collaborate with and rely on the experience of other staff within BPS, and will be expected in turn to support the work of colleagues on related projects.
Qualifications - Required:
  1. Bachelors degree with relevant coursework
  2. Three years or more of related experience, including:
  3. Two years of experience leading large projects
  4. Two years of experience in early childhood administration
  5. One year of experience in grant management
  6. One year of budget management
  7. Excellent analytical skills
  8. Knowledge of and facility with intermediate statistics, including use of statistical software (e.g., Excel, SAS, SPSS, Stata)
  9. Experience presenting complex analyses to wide variety of audiences
  10. Excellent written communication and interpersonal skills
  11. Detail-orientation, personal organization and ability to coordinate multiple projects simultaneously
  12. Ability to work effectively and comfortably in a team oriented, fast paced environment within the department, across departments, and with outside agencies and organizations
  13. Strict confidentiality regarding protected student information

Qualifications - Preferred:
  1. Master's degree in quantitative-research related field
  2. 5 years of related data management experience
  3. 3 years of project management experience
  4. 3 years of experience in early childhood
  5. 2 years of grants management
  6. Experience with budgets
  7. Expertise in graphic presentation software
  8. Expertise in database design and programming, including Microsoft Access and SQL
  9. Experience writing and managing grants
  10. Experience in website design
  11. Experience with Stata programming
  12. Experience with student assessments, such as Lexia RAPID and MAP Suite
TERMS: Managerial Tier D, Full-time; This position subject to the City of Boston residency requirement.
