The Chicago Public Schools (CPS) has set ambitious goals to ensure that every childin every school and every neighborhoodhas access to a world-class learning experience from birth, resulting in graduation from high school, college- and career-ready.

The EL Program Specialist will be conducting audits in schools implementing Transitional Bilingual Education and Transitional Program of Instruction (TBE/TPI) programs and supporting district-wide reviews related to EL programs to ensure required state and federal mandates and CPS policies are met and TBE/TPI programs align to district priorities and to the needs of English language learners.

The EL Program Specialist will be held accountable for the following responsibilities:

• Conduct school audits (including on-site visits) of EL programs

• Audit and monitor EL program areas, such as:

o procedures for Home Language Survey (HLS) administration, EL identification and parental notifications

o establishment of appropriate programs, including teachers' licensure and endorsement information and appropriate student placement and assessment

o availability of instructional materials appropriate for TBE/TPI programs

o documentation of PD participation on EL topics

o procedures for progress monitoring students whose parents refused services and former ELs

o facilities used in the program

o Bilingual specialist's participation in IEP meetings

o Bilingual Advisory Committee's establishment and active functioning

o EL student records and other aspects of administration of EL programs

• Prepare reports to summarize school findings

• Compile network-wide and district-wide summaries of findings that can assist other Central Offices in supporting the schools as they develop corrective action plans to address their findings

• Develop guidance, training, and supporting documents that can be shared with schools to support their efforts of EL program continuous improvement

• Support training of other OLCE staff around policy and programs related to EL instruction

In order to be successful and achieve the above responsibilities, the EL Compliance Specialist must possess the following qualifications:

Type of Education Required :

• Graduation from an accredited college or university

• Experience conducting programmatic reviews of organizations and/or schools

• An Illinois Professional Educator Licensure with a Bilingual or ESL endorsement; or a demonstrated extensive experience conducting audits of EL school programs.

Type of Experience and Number of Years :

• Experience of 5 years of progressive professional experience

• Experience of 1 year reviewing organizations and/or schools

• Administrative experience preferred, but not required

Knowledge, Skills, and Abilities :

• Demonstrated understanding of federal, state, and district policies around programs and instruction for English learners.

• Understanding application of district priorities

• Ability to communicate effectively with all stakeholders; establish efficient working relationship with colleagues, district and school staff and community-based organizations

• Ability to manage, problem solve, and delegate as situations dictate

• Ability to recognize failures and learn from mistakes to improve conditions for working and learning as a team

• Ability to travel to schools and other locations throughout the district

• Ability to be a self-learner and demonstrate excellent organization skills

• Demonstrate proficiency in range of technology tools and software: Google docs, Microsoft Office and Mac applications

• Bilingual, multilingual a plus

• Demonstrate exceptional written, verbal and oral skills

Residency Requirement: As a

condition of employment with the Chicago Public Schools (CPS), employees are

required to live within the geographic boundaries of the City of Chicago within

six months of his or her CPS hire date and maintain residency throughout their

employment with the district.
