Under the direction of the Office of Language and Cultural Education EL Program Director, the EL Program Manager will be responsible for overseeing the overall audits in schools implementing Transitional Bilingual Education and Transitional Program of Instruction (TBE/TPI) programs to ensure required state and federal mandates and CPS policies are met. The EL Program Manager will also ensure implementation of TBE/TPI programs align to district priorities and to the instructional needs of English language learners in these programs.

The EL Program Manager will be held accountable for the following responsibilities:

• Guide the development of appropriate instructional programs / approaches for ELs that adhere to federal, state and local policy and education initiatives

• Design, implement and monitor special projects as assigned by the department Director and in collaboration with Network and District staff, such as but not limited to summer school bilingual support programs, including bilingual bridge, CMPC, BAC, etc.

• Support and provide technical assistance to principals, ELPTs, and bilingual teachers on the implementation of state, federal and district requirements: instruction, assessment and allocation of resources for ELs

• Support OLCE school audits and communicate with diverse stakeholders on the status of the quality review visits and establish accountability measures

• Provide training and professional learning OLCE specialists and schools and community stakeholders around EL programs and federal, state, and district policies around ELs to support the work they do in schools and networks

• Support the work of the parent unit, CMPC, and BACs: ensuring training and professional learning is provided to parents around EL programs and the rights and responsibilities of parents of ELs

• Support and provide technical assistance to schools on the implementation of state, federal and district requirements: instruction, assessment and allocation of resources for ELs

In order to be successful and achieve the above responsibilities, the Language Education Program Manager must possess the following qualifications:

Type of Education Required :

• Master's Degree in Education preferred

• IL Professional Educator Licensure

• Bilingual and/or ESL Endorsement

• Type 75 Administrative Certificate

Type of Experience and Number of Years :

• Minimum of 3 years as a Bilingual teacher, coach, specialist or lead teacher

• Administrative experience highly regarded

• Leadership experience required

Knowledge, Skills, and Abilities :

• Ability to communicate effectively with all stakeholders; establish efficient working relationship with colleagues, district and school staff and community-based organizations

• Ability to manage, problem solve, and delegate as situations dictate

• Ability to recognize failures and learn from mistakes to improve conditions for working and learning as team

• Ability to travel to schools and other locations throughout the district

• Ability to be a self-learner and demonstrate excellent organization skills

• Demonstrate proficiency in range of technology tools and software: Google docs, Microsoft Office and Mac applications

• Bilingual, multilingual a plus

• Demonstrate exceptional written, verbal and oral skills

Residency Requirement: As a condition of employment with the Chicago Public Schools (CPS), employees are required to live within the geographic boundaries of the City of Chicago within six months of his or her CPS hire date and maintain residency throughout their employment with the district.
