Facilitator, Professional Development (EL)

The Professional Development Facilitator (EL), in cooperation with the EL Supervisor, is responsible for developing, coordinating, and implementing evidence-based, high-quality professional development for educators and administrators of English Learners that provides differentiated instructional strategies, promotes the effective use of student assessment data, and develops skills for supporting second-language acquisition across the curriculum.

 

The following information is intended to describe the overall nature and scope of the work being performed in relation to the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed appropriate:

• Supports the EL Supervisor’s and EL Instructional Specialist’s efforts to evaluate the effectiveness of the EL instructional program and ensure that Loudoun County Public School’s EL instructional program is responsive to guidelines established by federal and state requirements concerning EL students.
• Identifies, designs, and oversees the implementation of division-level professional development in language acquisition strategies that is sustained, intensive, collaborative, job-embedded, data-driven, and classroom-focused, which includes: instructional coaching, co-teaching, literacy intervention, and modeling for a wide array of stakeholders: administrators, EL teachers, content teachers, special education teachers, and gifted education teachers.
• Collaborates with the EL Supervisor and EL Instructional Specialist to monitor the effectiveness of division and school level professional development and determine and implement necessary adjustments.
• Collaborates with the EL Supervisor and the EL Instructional Specialist to monitor and ensure that instruction for ELs is standards-aligned, rigorous, grade-level appropriate, and provides deliberate and appropriate scaffolds.
• Collaborates with the EL Supervisor and the EL Instructional Specialist in identifying, coordinating, and implementing division-wide training on how to effectively connect the WIDA standards framework to state standards, and models how to integrate WIDA ELD Standards into instructional practice.
• Assists administrators and school teams to develop the capacity to coach classroom and content teachers on the practical application of EL techniques and strategies.
• Assists with the identification and acquisition of appropriate instructional resources to support the diverse EL population and to effectively implement the English Learner language assistance program.
• Identifies budgetary needs to support division and school level professional development needs.

 

Requirements: 

• Masters’ Degree from an accredited college or university
• Postgraduate Professional License with an endorsement in English as a Second Language
• Five years of successful experience in the teaching ELs at the elementary or secondary level
• Experience in teacher mentoring or coaching in inclusive and collaborative teaching models
• Demonstrated experience in the practical application of EL appropriate instructional strategies, professional development for educators and school-based and division administrators, and collaborative or co-teaching instructional settings
• Strong commitment to quality, standards-based education for a culturally diverse community
• Demonstrated professional and personal characteristics necessary to work effectively with a wide-variety of school personnel to include administrators and members of the community
• Knowledge of Federal/State/Local policies, State Board of Education Rules, Federal and State Accountability Systems, and Every Student Succeeds Act (ESSA) regulations
• Knowledge of state approved assessments for English Language Learners
• Knowledge of research-based practices for English Language Learners and the WIDA English Language Development Standards
• Ability to plan and conduct research-based and data-driven professional developments
• Strong consultation skills for conferencing with administrators and teachers
• Excellent organizational, communication, and interpersonal skills
• Extensive knowledge of planning for EL students in need of intervention
