Coordinator - Research & Evaluation

General Description

Coordinates and supervises the operations and staff of the Research and Evaluation Office team, including conducting research design, quantitative and qualitative analysis of division and school strategic and improvement plans, survey design and analysis, program evaluation and student testing and measurement. Advises division staff on current research in student achievement measures, as well as emerging trends in K-12 program evaluation and methodological research.

Essential Job Functions

  • Organizes, prioritizes and coordinates the services and staff of the Research and Evaluation Office team, including survey design and analysis, testing and measurement and division-wide and school-based program evaluation.
  • Provides guidance in creating key measures and outcomes, as well as clear methods of analysis and results interpretation, that support achievement of the division's long-term strategic plan.
  • Coordinates district-wide testing administration to include the creation of district-wide testing calendars, supervision of testing administration, trainings, and reporting.
  • Assures effective implementation of school improvement plan that includes measurable, long-term goals related to student
  • academic achievement; conducts periodic review of schools' improvement efforts.
  • Provides a high level of technical advice and support to schools and staff regarding action research-based practices and
  • assessment analysis during the planning, review and implementation of school improvement phases.
  • Coordinates across multiple departments to implement and maintain a data warehouse for division-wide use with adapted dashboard features and access levels for school and central office use.
  • Coordinates research, planning and evaluation projects with other departments/offices, schools, and external agencies.
  • Provides directions to school, division and central office personnel in identifying data trends and formulating plans of action to yield improved student performance through annual operating plans.
  • Assists with preparing needs assessment analysis and designing the evaluation components for school division grants and projects.
  • Assists with developing and distributing client specific surveys.
  • Collects, compiles, and analyzes data to evaluate programs and prepare evaluation reports; develops conclusions to provide accurate support for both formal and ad hoc presentation, papers and discussions.
  • Plans, develops and manages an accountability system for monitoring student achievement at the Division and individual school level.
  • Analyzes system and school level student demographics and achievement data.
  • Assists schools in developing and reviewing annual operating plans that are data-based and aligned with the division's strategic plan. Assists schools with developing academic and behavioral intervention plans aligned with school data.
  • Monitors and coordinates school and division compliance with state Standards of Quality and Standards of Accreditation; monitors actions of the state Board of Education and coordinates issues with other system staff.
  • Establishes and cultivates collaborative research and evaluation efforts with local and regional research universities and outside agencies who can assist CCPS in evaluating and enhancing student achievement.
  • Provides periodic reviews of emerging measurement and analysis trends in K-12 statistical research to division personnel.
  • Maintains proficiency and trains select staff in the expert use of statistical software to conduct quantitative and qualitative analysis (e.g., SPSS, SAS, STATA, ATLAS.ti, etc.).
  • Prepares detailed reports and communicates information (written and oral) to school officials, board members and the public.
  • Demonstrates commitment to improving professional competence.
  • Assesses student learning on an ongoing basis and alters instruction to meet group/individual needs.
  • Performs other duties as assigned.

Qualifications

Extensive knowledge: of the use of data to make organizational and instructional improvements; of best practices in strategic planning and long-term goal setting and of planning, research and statistical methods applied in an education setting; of Virginia school laws, school board policy and local ordinances and procedures; of mathematics, statistics, survey design and evaluation; of project management and problem-solving techniques; of techniques relative to the application and administration of statistical software packages. Working skill in the use of a personal computer and mobile devices as well as industry standard statistical and analysis software for report writing, data analysis and presentations, (SPSS, STATA, SAS, Survey Monkey, Google Forms and ATLAS.ti preferred). Demonstrated ability: to lead others in analyzing and using data for planning and decision- making; to manage multiple projects and priorities as well as the work of department staff and to read and interpret complex policy and regulations for understanding and compliance by others in the organization; to design research in a K-12 environment and analyze and interpret results in a simple and accurate method; to work collaboratively and collegially with all levels of the organization, including Board members, senior leadership, principals and teachers and the public on sensitive issues; and to communicate effectively, orally and in writing.

Requirements

Master's Degree in Educational Research or in related subject area with specific course work in research and experimental design, statistics, program planning and program development preferred. Ph.D. preferred. Valid Va. driver's license. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
