  • TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers' Bargaining Unit and will be filled as a clear line appointment.
  • MINIMUM QUALIFICATION REQUIREMENTS: EDUCATIONAL SPECIALIST II
    Education: Graduation from an accredited college or university with a master's degree in education with specialization in a subject field appropriate to the area(s) of assignment.
    Desired Education: Master's degree in special education or a related field.
    Experience: Six (6) years of responsible professional experience in education of which four (4) years shall have been in teaching and two (2) years in curriculum or program planning, as appropriate.
    Experience Equivalence: Six (6) years of responsible professional experience in the behavioral health field of which four (4) years shall have been in providing direct services to school-age children and two (2) years in program development and planning.
    Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
    Knowledge of: Foundations of curriculum and instruction; instructional media and computers; foundations of American education; tests and measurements; principles of learning and individual differences; curriculum design and development; educational statistics; purposes, methods, subject matter and materials pertinent to the area(s) of assignment; research developments, trends and current issues or problems pertinent to the area(s) of assignment; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
    Knowledge Desirable: Curriculum design, assessment and instructional resources that support student achievement; research and evidence-based practices in autism, adult learning and professional development; current trends and issues related to ASD programming and evidence-based practices; principles of educational philosophy and research; applied behavior analysis; functional behavior assessments and behavior support plans; managing student behavior and positive behavioral supports; child development, lifespan development and learning; critical issues in education; diagnosis and assessment of disabilities; instruction in content courses; interdisciplinary team development; principles of behavior and data collection and analysis; current knowledge of American education, educational leadership and administration, special education services and programs; standards based education; court decisions, policies, and procedures pertinent to areas of special education, confidentiality and civil rights; strength in instructional strategies and curriculum for students with disabilities; foundations of special education programs, instructional materials, strategies, and methodologies; transition service planning and programs; procedures regarding the discipline of students with disabilities; instructional media and computers.
    Ability to: Provide leadership, planning and coordination in the area(s) of assignment; develop, analyze and evaluate plans, programs and procedures; communicate effectively with others both orally and in writing; operate computer and other business machines; use tools, equipment, instruments or devices appropriate to the area(s) of assignment; maintain awareness of developments in curriculum or program areas.
    Skills/Abilities Desirable: Provide guidance, supervision, and direction in the areas of assignment; demonstrate behaviors which indicate the timely use of critical thinking skills for effective decision-making and the ability to communicate clearly and purposefully to all types of audiences regarding the appropriate implementation of regulations, procedures and guidelines relating to programs, projects or initiatives dealing with special education; develop and implement on-line professional development and appropriate on-line tools (i.e., Sharepoint, podcasts, voice threads, website, WebEx, webinars, etc); organize/prioritize work and multi-task to maintain an effective work pace while working under deadlines.
  • A WRITTEN EXAMINATION/ASSIGNMENT MAY BE ADMINISTERED TO HELP DETERMINE POSSESSION OF THE KNOWLEDGE AND ABILITIES PORTIONS OF THE MINIMUM QUALIFICATION REQUIREMENTS.
  • Duties and Responsibilities: Under the general supervision of the Educational Specialist III of the Special Needs Section, the Educational Specialist II:
    1. Supervision
      Provides and/or facilitate training supervision to targeted department employees earning Behavior Analyst Certification Board (BACB) credentials as either a Board Certified Behavior Analyst or a Registered Behavior Technician. Supervision must follow BACB regulations and procedures.
    2. Provides professional development for targeted district, school and program personnel in evidence-based practices for students with ASD and other developmental disabilities (including applied behavior analysis), curriculum adaptation, environmental modifications, communication development, social skills, vocational/career skills development, daily living skills etc.
    3. Provides professional development for targeted district, school and program personnel on current and up to date research on educationally related topics relevant to ASD and other developmental disabilities, best practices on development of present levels of performance and goals/objectives addressing core deficits and aligned with state standards.
    4. Provides training to select parent groups and community partners designed to provide parents with the skill to appropriately address student behavior, increase knowledge of ASD, implement evidenced based practices, increase communication skills which may include the use of an augmented communication device or an alternative method of speaking, teach daily living and other self-help skills, etc. Leads and works collaboratively with other state agencies and organizations in developing a range of programmatic options. Serves as a liaison between the HIDOE and other agencies, private organizations, community groups, and professional organizations related to areas of assignment.
    5. Furnishes and prepares budget, data reports and legislative testimonies in areas of program functions. Prepares program plans, annual performance reports, budgets, expenditure plans, contracts, memoranda of agreement, legislative testimony, memos and other documents, as required.
    6. Disseminates and shares resources and current research with complex area and school-level personnel relative to areas of program oversight. Serves as an active member of HIDOE cross functional teams related to improving instruction at the school level or other assigned tasks, such as developing an implementation plan for new legislatively funded programs.
    7. Performs other related duties as required or assigned.
  • SALARY RANGE: EOSR-7, $95,483 to $135,163. Department of Education certificated employees will be placed on the salary range in accordance with Department regulations. All others will be placed on the first step of $95,483.
  • WORK YEAR AND BENEFITS: This appointment will be on a 12-month basis with vacation and sick leave provided according to applicable regulations.
