Job Summary

Monitors Individualized Education Plans (IEPs) to ensure compliance with federal, state and local mandates and with due process hearing office decisions, settlement agreements, PDE cyclical monitoring corrective action, PDE complaint investigation reports and consent agreements such as Cordero and Kellner. Establishes and maintains a working relationship with PDE monitors. Assists principals and school staffs in assigned schools in the development and implementation of action plans to ensure compliance, including recordkeeping systems. Provides training and technical assistance in areas of special education compliance. Performs related duties as required.

Essential Functions
  • Coordinates the provision of special education services per the students IEPs; ensures that all due process procedures and timelines are met; ensures that parents/guardians are notified of the meetings.
  • Responds to constituent concerns and works with parents and school staff to resolve disputes regarding special education services; maintains ongoing communication with parents, school staff and the community.
  • Collects and analyzes data; prepares reports and data related to compliance and monitors the progress of students with physical and mental challenges; ensures that the IEPS are implemented correctly and that goals and objectives are updated as required.
  • Facilitates approved private school referrals.

Minimum Requirements
  • Master s degree from an accredited college or university in education or a related field.
  • Three years of full-time, paid, professional teaching experience, excluding substitute teaching experience in an urban public school setting.

OR
  • Master s degree from an accredited college or university in education or a related field.
  • Three years of full-time, paid, professional experience outside the classroom in a leadership role.

Knowledge, Skills and Abilities

Knowledge of:
  • federal and state legislation regarding special education.
  • current special education consent agreement requirements.
  • Individualized Education Plans.
  • action plans to ensure compliance.
  • the uses and capabilities of personal computers and their software applications.

Demonstrated ability to :
  • assist schools in the development and implementation of action plans.
  • provide technical assistance on special education compliance.
  • manage data including interpretation, solutions and applications.
  • create, maintain and use data for planning and decision making.
  • problem solve and mediate among parties.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Certificates/Licenses

Valid Commonwealth of Pennsylvania Instructional II certificate in Special Education.

Salary: From : 88051.00

Additional Job Information :
This is a 12-month, PFT-represented position.

Interviews may be conducted to determine how well a candidate meets the established criteria. Note that not all qualified candidates may be selected for an interview. Additional factors including the ability to follow directions, punctuality and professional conduct will be considered in part of the evaluation process. The selected candidate must have no anecdotal record on file and have not been subject to any disciplinary action within the past eighteen (18) months, and have an excellent record of attendance and punctuality during the last three (3) years (defined as no more than eighteen (18) occasions of lateness or absence for personal illness in the last three years (3) years with the exception of one extended long-term absence.
