JOB TITLE : Superintendent's Designee

REPORTS TO : Coordinator, Pupil Personnel Services

DEFINITION : Provides oversight and leadership in the application of standards for student behavior and logical consequences for students and school personnel through the provision of professional learning regarding the law and processes of suspension and expulsion for school personnel, students, parents and stakeholders. Performs other duties as assigned.

EXAMPLES OF ESSENTIAL DUTIES :
  • Serves as a designee of the Superintendent in all suspensions with recommendations for long term suspension, extended suspension, and/or expulsions.
  • Determines if a violation of Board of Education policy has occurred based on evidence presented which may result in re-assignment due to recommending a long term suspension, extended suspension, or expulsion of a student and effectively communicating the decision to parent/guardian, student, and principal.
  • Advises parent/guardian/student of the right to appeal, request for mitigation, alternative assignments, counseling and community resources, and requirements for reinstatement.
  • Serves on the Reinstatement and Review Committee to provide placement recommendations for students who have been assigned to alternative placements due to long term suspensions, extended suspensions, or expulsions.
  • Arranges and conducts re-admittance conferences with parent/guardian, student, school-based staff and case manager.
  • Provides the impetus for the identification and proper assignment of students with a disability who have received a suspension.
  • Makes recommendations to IEP/SS Teams to screen students who may have a handicapping condition or be at-risk.
  • Consults with school-based administrators, staff members, community advocates, and legal professionals on suspension criteria, due process, Peace Orders, Reportable Offenses, and Board of Education Policy.
  • Coordinates the follow-up with case managers on students' who have received an assignment to an alternative placement, long term suspension, extended suspension, expulsion, or program review.
  • Serves as a resource through the provision of consultation and staff development for maintaining safe schools.
  • Advises leadership about schools' implementation of due process and policy.
  • Reports to principals those students who are charged with Criminal Reportable Offenses and reviewing placement options with parent(s) as requested by principals.
  • Functions as "gate keeper" for students transitioned to and from alternative placements via the suspension or expulsion process or the program review conference.
  • Reviews placement plans or provides an alternative education program for students returning to Baltimore County Public Schools from institutional settings (i.e., Department of Juvenile Services, Drug Rehabilitation Placements, etc.).
  • Maintains student records and statistics on suspensions, program reviews, scope of authority, and criminal reportable offenses.
  • Implements responsibilities in accordance with the school system's policies, procedures, and curriculum guidelines and without duplication of the services of other departments.
  • Collaborates and coordinates with the Department of Organizational Development for the delivery of professional development for administrators and other staff members on the standards of student conduct, suspension/expulsion process, behavior management and discipline issues.
  • Functions as the lead administrator in a field office with other School Climate staff.
  • Collaborates with school teams, families and students regarding restorative approaches to re-engaging students back into their communities
  • Performs additional duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Graduation from an accredited college or univeristy with a master's degree, plus three years of educational leadership/administrative experience, which involved disciplinary decision making and/or the planning, implementation, and evaluation of professional development.
  • Five years' successful teaching experience.

Licenses and Certificates :
  • Possession of or eligibility for a Maryland Advanced Professional Certificate with an Administrator I endorsement is required.

Knowledge, Skills, and Abilities :
  • Thorough knowledge of the principles and practices of public education.
  • Knowledge of school laws, policies, rules, and procedures.
  • Knowledge of teaching.
  • Knowledge of student discipline practices.
  • Knowledge of Multi-Tiered Systems of Supports (MTSS)
  • Technology competency.
  • Knowledge of and skill in the use of database, internet, spreadsheet, word processing, and related applications.
  • Knowledge of and skill in data analysis.
  • Demonstration of outstanding written and oral communication skills.
  • Demonstration of strong leadership and human relations skills.


SALARY: Grade 10 on the BCPS CASE 12-month pay scale $90,400 - $131,696.

PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class is generally sedentary and performed in an office environment. Work includes the operation of office equipment, including personal computers, and occasional limited physical activities.

Eligible for the Baltimore County Employees Retirement System.

A criminal offense does not necessarily exclude an applicant from employment with BCPS. Factors such as passage of time since the offense, the nature of the violation, and the extent of rehabilitation will be taken into consideration.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
