JOB TITLE : Sr. Project Manager

REPORTS TO : Senior Supervisor, Construction

DEFINITION : Serves as project manager for the design and/or construction of new construction, reconstruction, and renovation capital improvement projects. Plans, organizes, and directs the oversight of large and multifaceted building construction and capital improvement projects. Ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices.

EXAMPLES OF DUTIES :
  • Serves as project manager for large, multi-faceted capital improvements projects. Review design and construction documents. Verifies that all design work has been completed in accordance to Baltimore County Public Schools' design standards. Oversees the submission, review and approval of design documents by the appropriate County and State agencies.
  • Manages the bid phase of projects. Manages the project during the construction phase. Ensures that projects keep to completion schedules.
  • Participates in pre-bid meetings with contractors and representatives of other agencies. Conducts pre-construction meetings with contractors. Clarifies specifications. Reviews and approves construction schedules and schedules of values.
  • Interprets and enforces contract documents. Makes minor design revisions to accommodate site conditions and/or errors or omissions in the contract documents. Meets with contractors, developers, representatives of other agencies, the public, and others to resolve issues which arise during project construction.
  • Reviews contract documents such as plans, materials specifications, and cost estimates to ensure construction feasibility. Investigates project sites and documents conditions.
  • Oversees and inspects the work of contractors on projects. Ensures contractor compliance with architectural plans, specifications, applicable building codes, and construction practices. Notifies the contractor when work or materials do not meet established standards. Reports building code violations.
  • Ensures that projects keep to completion schedules. Resolves project delays. Coordinates the final acceptance of the project with contractors, engineers, architects, and agency representatives. Verifies that all work has been completed in an acceptable manner prior to the project's final acceptance.
  • Serves as a liaison between the contractor, architect, BCPS, and the Office of Facilities Construction and Improvement. Represents BCPS at construction progress meetings.
  • Prepares and reviews correspondence. Prepares reports, maintains records, budgets. Communicate regularly with management on project status and key issues
  • Performs final inspection and prepares punch list ensuring that all punch list items are corrected by contractor, and conducts project close-out.
  • Performs other duties as assigned.


MINIMUM QUALIFICATIONS :

Education, Training and Experience :
  • Possession of a high school diploma or an appropriate equivalent.
  • Graduation from an accredited college or university with a bachelor's degree preferred.
  • Ten years of experience in construction management, five years of which were in the institutional or commercial building field.

Licenses and Certificates :
  • Possession of a license as a Professional Engineer or Architect in Maryland is preferred. Possession of Certified Construction Manager accreditation is preferred.
  • Possession of a LEED professional accreditation is preferred.
  • Possession of a valid class C Maryland driver's license or an equivalent is required.

Note : Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively may be considered.

Knowledge, Skills, and Abilities :
  • Knowledge of the principles, practices, methods, and techniques of construction.
  • Knowledge of construction materials, tools, and equipment.
  • Knowledge of construction plans and specifications.
  • Knowledge of construction standards and regulations.
  • Knowledge of the principles and practices of construction inspection.
  • Knowledge of building, mechanical, electrical, plumbing, fire, and life safety codes.
  • Skill in inspecting the construction, repair, and alteration of public facilities.
  • Skill in ensuring contractors' compliance with plans, standards, and specifications.
  • Skill in reading, interpreting and applying construction contracts, specifications, and plans.
  • Skill in keeping and maintaining records.
  • Skill in preparing reports.
  • Skill in calculating material quantities.
  • Ability to review, interpret and enforce construction contract documents.
  • Ability to establish and maintain effective working relationships with contractors, developers, the public and others.


PHYSICAL AND ENVIRONMENTAL CONDITIONS :
The work of this class entails field inspections of major construction sites. Work includes frequent walking, standing, and exposure to potential hazards such as traffic, heavy equipment, and adverse weather. Duties entail frequent travel between project sites.

CONDITIONS OF EMPLOYMENT :
Persons appointed to this classification are designated as Essential-As-Needed Personnel and are required to work when schools and/or offices are closed during adverse weather conditions or any other emergency when contacted and directed to do so.

Employees in this class may be assigned to work nights, evenings, weekends, and/or holidays. Employees are subject to call to duty in emergencies and may be required to work beyond their regularly scheduled hours with little advanced notice.

FLSA : Exempt

SALARY : Grade 07 on the BCPS 12 Month OPE scale $74,484 - $115,151 annually (effective January 1, 2019)

Eligible for the Baltimore County Employees' Retirement System

This class specification defines the types of duties and level of difficulty of work required of positions in this title. It shall not be held to exclude duties not mentioned nor limit the right of management to assign work to employees.

Pre-Employment Requirements:
  • All persons employed by the Baltimore County Public Schools, regular and temporary, are required to be fingerprinted and have a criminal background investigation (State of Maryland, Senate Bill 315, effective October 1, 1986) completed. The fee charged for fingerprinting is $81.00. An identification card will be issued which must be shown prior to employment.
  • Anyone offered employment is required to provide proper identification and documentation of eligibility for employment in the US.
  • If you have military experience you will be asked to provide a copy of DD214.
  • Official transcripts for all higher education must be received prior to contract signing.
  • Some positions will require employees to undergo a physical examination and/or drug testing.
  • All newly hired personnel must attend a Badges and Benefits session.
  • Additional job verification will be required for salary credit.
