This position supports the strategic alignment and management of academic office resources, ensures the effective development of and adherence to local, state, and federal policy pertinent to academic departments, and serves to support the timely and accurate completion of board deliverables, budget development, and procurement processes. The Director of Academic Operations serves in partnership with the Director of Strategy and the Special Assistant to the CAO; together supporting the Chief Academic Officer to ensure the strategic, effective, and efficient operation of the Academic Offices.

Essential Functions
  • Defines the strategic approach for aligning local, state, federal, and foundation funds in support of district and academic office-specific initiatives.
  • Directs and oversees the preparation of all adopted budgets in alignment with the academic strategy including fiscal, human, and other operating resources
  • Provides direction to each academic office on the development, implementation, and monitoring of discreet office budgets, spending timelines, and procurement processes to support effective spending of allocated funds.
  • Provides oversight of all academic office grants to ensure effective fiscal management including the management of signature processes, review of interim and progress reports, and support to academic offices in the writing, submission, and implementation of grant work.
  • Partners across district offices to support the implementation of effective district-wide budgeting and fiscal management processes associated with overall annual budgeting, as well as that for specific district initiatives.
  • Presents on and advocates for recommended CAO budgets to the CFO, COS, CEO and others as required.
  • Leads the design of organizational structures and hierarchy to maximize staff strengths and support strategic initiatives. Supports academic offices in identifying staffing needs and engaging in human resource and hiring processes.
  • Serves as the Academic Office lead in the development and implementation of union contracts and human capital matters.
  • Provides guidance for the oversight and management of all critical academic contracts including budgeting and ensuring completed procurement processes to support continued partnerships.
  • Serves as the Chief Academic Office?s liaison with the Board of School Commissioners.
  • Manages the processes through which all academic offices complete required board deliverables.
  • Provides direction and guidance to academic offices on board deliverables and presentations and participates during board meetings as needed per the CAO and as requested by academic offices.
  • Confers with and advises central office executives and academic offices on policies and regulations. Ensures the implementation of academic strategy aligns with and operates within the confines of local, state, and federal policy requirements and regulations.
  • Serves as the lead on the development, review, implementation, and oversight of all policies which intersect with the work of the academic offices.
  • Defines strategic direction and leads assigned teams in developing recommendations for strategic long-term goals related to academic offices.
  • Provides guidance and direction to departments under the Chief Academic Officer with a focus on strategic areas of reform.
  • Leads teams in the design, development, implementation, monitoring, and documentation of strategic academic initiatives to support effective resourcing of the academic strategy.
  • Leads teams in the development and improvement of processes and procedures throughout the academic offices.
  • Provides appropriate supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Acts as designee for the Chief Academic Officer as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.


Maximum Salary 126000.00
Minimum Salary 94500.00
Desired Qualifications
  • Master?s degree in education or related field. Degree must be from an accredited college or institute.
  • Three years supervisory/administrative/leadership experience in an urban education environment with demonstrated success.
  • Considerable knowledge and experience in planning and implementing budgeting process across multiple departments.
  • Considerable knowledge of governmental mandates impacting education, including ESSA, as well as local, state, and federal grants and fiscal policy impacting funding in urban education.
  • Considerable knowledge of current issues facing urban public education.
  • Ability to generate and build effective and successful partnerships across multiple offices and organizations.
  • Understanding of the local political landscape in Baltimore City.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations to diverse audiences and community members.
  • Proficient in the knowledge and use of technical computer applications.
