Coordinates the strategic and thorough implementation of program evaluations and analyses aligned to the district's goals, priorities, and research agenda. Manages the development, planning, execution, and presentation of evaluations and analyses to stakeholders. These analyses and evaluations include, but are not limited to, various district metrics such as assessment scores, enrollment, attendance, college and career readiness, student, staff, and parent surveys, as well as employee and school effectiveness.

Essential Functions
• Oversees the creation and implementation of program evaluations and test analyses included in the district?s annual research agenda using a participatory process.
• Establishes and upholds standards of practice for conducting and disseminating evaluations and analyses with internal and external stakeholders.
• With program evaluations, the Manager will either lead or oversee the Program Evaluator II with all phases from preparation through final dissemination. This includes conducting needs assessments; all aspects of survey methodology; analysis and interpretation of quantitative data; conducting, facilitating and/or interpreting results of interviews, focus groups, observations, document analyses; and developing/writing reports and/or providing presentations to meet the needs of various audiences.
  • Prepares statistical and narrative reports surfacing key policy questions based on underlying data and/or graphs, as appropriate; presents research results to the Director - Research Services and prepares follow up and ongoing analysis.
• Ensures quality project management of all evaluations and analyses and provides feedback on areas for improvement.
• Facilitates the identification of major research questions that serve as the basis for the development of evaluation design for all projects taken on by the manager?s team.
• Provides appropriate supervision, mentoring, and professional development opportunities to direct reports and others across the department, including the development and implementation of professional growth plans to support staff in subject matter expertise and technical skill improvement.
• Functions as a representative of the Director and may present to both internal and external audiences on behalf of the district.
• Performs and promotes all activities in compliance with equal employment and

Minimum Salary 84000.00
Desired Qualifications • Master?s degree and 3 years of relevant experience, or PhD. and 1 year of relevant experience in program evaluation. Degree must be from an accredited college or institution. Degree in Education, Psychology, Sociology, and/or related field. Doctorate preferred.
• Strong analytical and problem-solving skills.
• Ability to work effectively in fast-paced environment with high-priority deadlines and multiple stakeholder viewpoints.
• Exceptional interpersonal skills that inspire teams and nurture trust-based relationships.
• Excellent written and verbal communication skills including comfort with presenting and training in both one-on-one and group settings.
• Understanding of current research and statistical models in K-12 education.
• Knowledge of quantitative design and experience with descriptive and item statistics.
• Knowledge of qualitative methodologies of interviews, focus groups, observations, and document analysis.
• Extensive and varied experience conducting program evaluations involving assessment statistics, including experience with Professional Standards for Program Evaluation.
• Experience with quantitative and qualitative program evaluation methodologies, including proficiency in a statistical package such as R, STATA, SPSS, and/or SAS. Experience with database systems such as Oracle and Access preferred.
• Demonstrated understanding of project management principles and practices. Strong organizational and leadership skills.

• Proficient in Microsoft Office suite.
