Plans, directs, and manages the procurement and contracting activities and purchasing systems for Baltimore City Public Schools.

Essential Functions

• Directs and reviews the work of professional buyers and administrative support staff involved in purchasing a variety of commodities and services, including those of a complex and technical nature.
• Develops and implements organizational goals for procurement activities.
• Selects and trains new employees.
• Develops, revises, and implements purchasing and procurement procedures.
• Coordinates legislative action when necessary. Advises senior management on policies, procedures, and related purchasing information.
• Oversees achievement of purchasing goals, e.g. minority/small business, recycled products, etc.
• Analyzes price listings and changes in market trends. Analyzes purchase requisitions to determine most efficient method of purchase.
• Oversees the development of standards for materials and supplies.
• Interviews vendors and dealers seeking City Schools business.
• Directs City Schools Request for Proposal (RFP) solicitation and selection processes.
• Approves and executes purchase orders, suborder releases, and other contract documents.
• Resolves conflicts with agencies, vendors, and the public.
• Participates in Board meetings on procurement related actions as required.
• Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.

Desired Qualifications • Bachelor's degree from an accredited college or university.
• Seven years professional experience in purchasing a variety of commodities including complex or highly technical equipment, three years of which were in a supervisory capacity.
• Procurement experience in an urban public education environment preferred.
• Education beyond a bachelor's degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.
• Designation as a Certified Professional Public Buyer (CPPB) may be substituted for one year of the required education or non-supervisory experience.
• Designation as a Certified Purchasing Manager (CPM), Certified Public Purchasing Officer (CPPO), or Certified Professional Contracts Manager (CPCM) preferred.
• Comprehensive knowledge of purchasing and materials management principles and practices, business law, and office procedures; of commodities and market conditions; of the laws, customs, processes and procedures involved in procurement and of contract law and contract requirements.
• Knowledge of budget preparation and execution, and of a wide variety of material, equipment and services necessary for the efficient and effective operation of a public-school system.
• Skilled in planning, assigning, and supervising purchasing functions; in preparing and interpreting complex contracts for goods and services; in negotiation and mediation; in analyzing Requests For Proposals and bid quotations and in making recommendations concerning awarding of contracts; in dealing effectively with program users and supplier representatives; in human relations skills; in time management and defining priorities.
• Ability to interpret and apply Federal, State, and local laws and regulations governing public purchasing activities; to communicate effectively both orally and in writing.
• Ability to stay abreast of the purchasing needs of City Schools especially as they relate to changes in markets and technologies
• Ability to assist in the development of purchasing policies and legislation.
• Ability to write clear Request For Proposal (RFP) bid specifications for all types of goods and services required by City Schools to enhance competition, to test materials, and to evaluate and analyze all offerings submitted by suppliers to insure bid specifications and objectives are met.
• Ability to determine substitutability of items.
• Ability to present self in an effective and professional manner when dealing with supplier representatives, City Schools employees, and other governmental agencies; and to lead and supervise buyers and other staff.
