The Staff Specialist position works closely with the Executive Director-Operations to:
  • Support the development and management of the Chief Operating Officer's
  • Recommend and implement budgetary control procedures, perform financial and statistical analysis, monitor and forecast cost data. Prepares financial reports and information.
  • Manage the day-to-day budgetary operations of the Office of the Chief Operating Officer and coordinates work with the other Finance offices.
  • Provides technical expertise and assistance concerning budget preparation, management, and analysis.


Essential Functions
  • Manages the budget for the Office of the Chief Operating Officer.
  • Manages databases to understand trends and create financial and statistical analysis of department; including the development of monthly budget and financial forecasting tools to help the department manage budgets and maximize resources.
  • Collaborates with budget team to combine financial and human resource data and analysis to better understand program impact and return-on-investment for the greater whole of the department.
  • Manages budgetary support to department leaders in developing their budgets, ensuring that budgets are balanced, meet contractual and legal requirements, and are aligned to departmental priorities.
  • Builds capacity within the organization to understand and manage finances. Creates and updates documentation of financial practices and policies and training documentation for department leaders, department heads, and support staff.
  • Identifies and monitors key budget and policy issues and propose potential solutions.
  • Assigns and reviews work and ensures deadlines are met in accordance with Baltimore City Public Schools policy and standards.
  • Works closely with the finance department to prepare all preliminary, tentative, and final adopted budgets annually including positions, operating and capital components.
  • Prepares and approves revisions to budgets and disseminates reports to department heads as appropriate.
  • Prepare periodic forecasts for all budget accounts.
  • Develops and recommends budget procedures and maintains adequate procedures and systems for continuous monitoring and control of COO budget accounts.
  • Verifies departmental budget submissions and monitors budgets to ensure compliance with Board policy, procedures, and city, state and federal regulations.
  • Coordinates and manages internal and external audits to ensure compliance with Board policy, procedures, and city, state and federal regulations.
  • Develops presentations, management reports and computational data to accurately reflect departmental resources and expenditures.
  • Maintains databases, files and records necessary for the preparation, monitoring and review of the budget. Works collaboratively with the Office of Finance and Human Capital to identify financial problems and recommends solutions.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board?s policies, and the professional standards.

Desired Qualifications
  • Bachelor?s degree in accounting, finance, business, public administration, or related field. Master?s degree preferred in Business, Accounting or Finance. Degree (s) must be from an accredited college or institution.
  • Related experience may be substituted on a year for year basis for the education requirement.
  • Five years professional experience in budgeting and accounting. Experience in a public education or university setting preferred.
  • Thorough knowledge of the principles and techniques of budgeting and financial management, and the accepted practices and procedures that are used in the maintenance, development and implementation of large, complex budgets.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Good organizational and communication skills.
  • Interpersonal skills that ensure effective team building.
  • Proficient in the use of technical computer applications, including Microsoft Office Professional Suite or comparable software.
  • Ability to analyze, review and direct complex budget and accounting operations and procedures.
  • Ability to resolve complex budgeting problems and to give technical budget management advice and assistance.
  • Ability to interpret and apply governmental policies and procedures.
  • Ability to establish and maintain effective working relationships throughout the district involving various organization levels.
  • Ability to prepare and maintain complex financial records using Excel and Access or comparable software required.
  • Ability to utilize budget and accounting data analyses and reporting using specialized computer applications for financial management, such as Oracle and comparable enterprise systems
