The Maryland State Legislature has approved an ambitious capital improvement plan and 4 - member Memorandum of Understanding (MOU) for Baltimore City Public Schools to overhaul its school facilities over the next ten years. The Director - Strategy and Compliance will be responsible for leading the work to coordinate within City Schools' academic, operations, legal, financial and new initiatives offices and programs regarding strategy development and alignment, policy, return on investment (ROI)/program evaluation and effective and efficient operating processes. The position serves to connect strategy and practice within the 21 st Century program, while also acting as the liaison within the organization and with external partners to support a culture of rigorous implementation that maximizes the delivery of new schools, rooted in the mission to eliminate disparities in educational learning environments and increase outcomes for all students.

Essential Functions
  • Aligned with the vision of the Executive Director and Chief Executive Officer, defines strategic direction and leads assigned teams in developing recommendations for strategic long-term goals related to the 21 st Century Plan.
  • Plans, directs, and monitors the implementation of systemic 21 st Century program initiatives and accountability initiatives in collaboration with Chiefs, Executive Directors and others with a focus on program evaluation and return on investment (ROI).
  • Provides guidance and direction to departments that intersect with the 21 st Century program with a focus on strategic areas of reform.
  • Fosters and promotes teamwork in the design and development of educational strategies that impact the delivery of the school buildings programs and operations across the organization.
  • Develops strategic alliances and works collaboratively with external partners and agencies, the impacted school community members and other stakeholders.
  • Defines strategic direction and leads assigned teams in developing recommendations for strategic long-term goals related to the 21 st Century schools.
  • Creates and manages the budget for the 21 st Century Office. Works with project professionals to develops and monitors time and expense budgets for City Schools? responsibilities under the Program.
  • Develops project plans, work breakdown structures and schedules required to successfully complete projects on time and within budget constraints.
  • Directs and oversees the preparation of all preliminary, proposed, and final adopted budgets in alignment with the 21 st Century Buildings Office including positions, operating components. Prepares and presents recommended budgets and information to Executive Director, COS, CFO, CEO and others as required.
  • Leads employee and contractor teams in the design, development, implementation, monitoring and documentation of quality and reliability improvement plans and procedures. Confers with and advises on administrative policies and procedures, technical problems, priorities, and methods.
  • Provides appropriate contract oversight, supervision, mentoring, and professional growth and development opportunities to assigned staff.
  • Acts as designee for the Executive Director, as assigned.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.


Maximum Salary 126000.00
Minimum Salary 94500.00
Desired Qualifications
  • Master?s degree in education or a related field. Degree must be from an accredited college or institution.
  • Five years administrative expertise experience in an urban education environment with demonstrated success in the areas of procurement, grants, public policy, legislation, rule-making, budget formulation and execution, legal advocacy and implementation planning.
  • Considerable knowledge of research-based school improvement designs and current issues facing urban public education.
  • Considerable knowledge and experience in planning, implementing and accountability of the budgeting process for a major program across multiple departments.
  • Considerable knowledge of governmental mandates impacting education.
  • Working knowledge of school construction project management principles and practices.
  • Ability to generate and build effective and successful relationships.
  • Interpersonal skills that ensure effective team building.
  • Excellent verbal and written communication skills, including the ability to make persuasive presentations.
  • Proficient in the knowledge and use of technical computer applications.
