Under the direction of the Coordinator of Citywide Programs & Transition, the primary role of the Board-Certified Behavior Analyst (BCBA) is to support the development, implementation, and refinement of programmatic and individual behavioral supports for students with social, emotional and behavioral health needs. The BCBA will function as a specialist whose expertise will increase the capacity of all Citywide and school-based staff to effectively provide behavioral supports to students and will also function as the primary interventionist in the modeling of data collection, strategies and following of BIPs/BSPs to support student in decreasing behaviors interfering with their ability to access the general education classroom instruction and curriculum.

Essential Functions
  • Uses expertise in Applied Behavior Analysis, collaborates with staff across the school district to develop comprehensive and individualized behavior plans for students with autism spectrum disabilities, emotional/behavioral challenges and/or other developmental disabilities.
  • Observes students in school settings, consults with pertinent school staff to ensure coordination of strategies/goals and to facilitate communication between school and home regarding behavior intervention and support plans.
  • In conjunction with other school staff, collects information for FBAs, analyze data, and make recommendations regarding strategies implementation/ changes.
  • In conjunction with school staff, plans and implements behaviorally based social skills activities designed to target specific social skill deficit areas identified through the use of behavioral assessment by students IEP teams.
  • Train staff on the use of behavioral recording methods, and the analysis of behavioral data, and provide feedback to school staff and parents regarding interventions success and/ or discuss changes to BIPs/BIPs based on data and discussion.
  • Prepares well-written reports as may be requested by the Office of Special Education, school-based teams and leaders and/or other stakeholders to reflect progress towards goals/objectives (at least 3 x annually per student).
  • Models intervention and data collection techniques for direct service providers and classroom teachers, review data regularly to inform instruction and track progress.
  • Models various strategies and techniques to assist staff in the implementation of behavior intervention plans and social skills facilitation across various school settings.
  • Consults with school-based teams and parents to develop effective programming for students that will generalize across settings.
  • Develops, implements and supports training of 1:1 paraprofessionals that includes techniques for supporting students in the general education classroom while at the same time maintaining high expectations for them.
  • Creates and facilitates professional development opportunities on relevant topics to a variety of stakeholders.
  • Provides instructional support to teachers and paraprofessionals through informal observation of students and lessons, coaching, planning with individuals and teams and support in standardized statewide assessments.
  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school boards policies and the professional standards.

Desired Qualifications
  • Master?s degree in education, or a related field. Degree must be from an accredited college or institution.
  • Avalid Maryland certification as BCBA.
  • A valid Maryland State Department of Education (MSDE) Advanced Professional Certificate, Administrator I endorsement preferred.
  • Five years of successful teaching experience in programs for students with emotional disabilities, preferably in an urban setting.
  • Documented experience with federal and state legislation and guidelines governing the IEP process.
  • Documented experience and participation in the IEP Process.
  • Knowledge of legal mandates governing education.
  • Documented experience with using best practices for providing specially designed instruction to students with emotional disabilities in their Least Restrictive Environment (LRE).
  • Knowledge of current research based strategies/interventions for students with emotional disabilities.
  • Ability to interpret special education laws to determine compliance standards.
  • Ability to develop and provide effective staff development activities for adult learners.
  • Ability to compile and interpret data reports.
  • Excellent interpersonal, organizational, and leadership skills.
  • Excellent verbal and written communication skills.
  • Ability to complete assignments accurately and within specified time lines.
  • Proficient in the knowledge and use of technical computer applications for word processing and data management.
