   License and Certification Qualifications: None required.

Education Qualifications: High school diploma or equivalent required. Bachelor's degree in related field preferred.

Experience Qualifications: Five years fleet maintenance and management experience over large transportation systems required. Special training in vehicle maintenance and shop management preferred.

Skills Qualifications: Strong background and competence in all facets of the management and development of maintenance reporting systems, maintenance programs, and fleet operations relative to all types of mobile radios, automobiles, light and heavy duty trucks, and school buses; strong managerial, organizational, and scheduling skills pertaining to large fleet maintenance operations; experienced and knowledgeable in maintenance practices and manufacturers' service requirements and specifications for preventive and corrective maintenance servicing of a wide variety of light, medium, and heavy duty vehicles; and experienced and knowledgeable in team building skills and quality management principles and techniques.

Primary Responsibilities: Manage the sustainment of support and administrative vehicles, heavy equipment, and mobile radio systems through the planning and execution of preventive and corrective maintenance programs for the Fleet Maintenance Department.

1. Manage the fleet maintenance programs for the Fleet Maintenance Department.
a. Develop and execute the maintenance plan for the fleet.
b. Supervise implementation of work schedules and ensure completion of preventive and corrective maintenance operations.
c. Supervise the supply program to assure repair parts are available in the right quantities at all shops to properly accomplish maintenance operations.
d. Supervise, maintain, and assign spare buses.
e. Coordinate with district managers, transportation managers/supervisors, and vehicle drivers for the proper operation of buses and support vehicles.
f. Analyze maintenance trends and make adjustments to improve fleet performance.
g. Develop innovative solutions and programs to improve fleet safety and reliability and reduce costs.
h. Plan work programs to ensure resources are available to perform the required work, safety, and performance standards.

2. Direct accomplishment of preventive and corrective maintenance programs and statutory safety inspections.
a. Analyze manpower needs and availability and establish priorities in accordance with the maintenance plan.
b. Ensure maintenance records are maintained.
c. Ensure vehicles are properly maintained and in a mechanically safe operating condition.
d. Supervise scheduling and accomplishment of monthly statutory safety inspections for applicable vehicles.
e. Assist the Georgia Department of Motor Vehicles (DMV) in the annual safety inspection of buses.
f. Monitor driver compliance with safety inspection and preventive maintenance schedules.
g. Ensure each vehicle receives required preventive and corrective maintenance servicing and statutory inspections and are maintained in a safe operating condition.

3. Develop and oversee management reporting systems.
a. Determine reporting requirements and capabilities of available reporting systems.
b. Develop analysis tools to inform decision makers.
c. Establish and review reports that provide concise and accurate information on the condition and capabilities of the vehicle fleet.
d. Collect and analyze relevant data to support decisions regarding the procurement, sustainment, and utilization of fleet vehicles and systems.

4. Establish and manage the warranty recovery and accident repair programs.
a. Track warranty coverage amounts and dates for vehicles and components.
b. Provide procedures for recovering warranty costs when vehicles are repaired and for reporting results to management.
c. Coordinate accident procedures with other involved agencies and track repair costs.
d. Report accident costs to management as requested.
e. Ensure maximum recovery of costs covered by warranties.
f. Restore vehicles involved in accidents to operating condition in a timely manner.

5. Direct the fleet maintenance training program.
a. Ensure employees receive professional development training.
b. Ensure mechanics attain and maintain the National Institute for Automotive Service Excellence (ASE) certifications.
c. Coordinate with transportation training to share training resources and to provide training for drivers and supervisors in school bus operations.
d. Comply with Board of Education policy and enhance the capabilities of mechanics to work on the vehicles incorporating the latest in automotive, electronic, and emissions technologies.

6. Supervise permanent, miscellaneous, and contract employees.
a. Administer the performance evaluation program.
b. Interview applicants for position vacancies and recommend selection of highly qualified individuals to fill the positions.
c. Manage personnel complaints within the scope of Board of Education policies.

7. Ensure fleet maintenance facilities, equipment, and maintenance processes meet applicable environmental, safety, and security requirements.
a. Evaluate facilities and maintenance processes for compliance with regulatory standards and guidance.
b. Recommend improvements as required.
c. Comply with appropriate regulations and demonstrate organizational commitment to improvement of the environment.

8. Develop and implement the operating budget.
a. Prepare the budget request annually.
b. Provide regular reports on budget status during implementation.
c. Reconcile materials and repair part acquisitions to actual use.
d. Identify and justify resource requirements and track expenditures to remain within the budget.

9. Support acquisition of new systems.
a. Provide the Assistant Director of Fleet Maintenance with vehicle, radio, support equipment, and fueling station specifications and requirements.
b. Receive new vehicles and equipment into the fleet and ensure proper assignment to system personnel.
c. Specify vehicles and equipment with built-in reliability and maintainability to reduce life cycle maintenance cost and to increase operational readiness rates.

10. Perform other duties as assigned.
