Job Summary
Plans, organizes and oversees the operation of a comprehensive human resources program. Provides visionary leadership and guidance in the restructuring and on-going development and administration of strategic planning activities which facilitate the overall goals of the District. Directs the design and implementation of policies and programs which support the Office of Talent and Development business objectives. Incorporates the findings of external partners into the design of the strategic plan for the Office of Talent and Development.
Essential Functions
  • Develops, communicates and implements the Office of Talent and Development mission, priorities, goals and objectives; oversees and directs all administrative and mission support functions within the division.
  • Develops and implements strategic plans which support the mission and goals of the Office of Talent and Development as well as those of the District; ensures that plans incorporate the findings and recommendations of external partners.
  • Understands the strategic and tactical objectives of the District and the associated Office of Talent and Development implications; identifies and resolves complex problems which have a strategic impact on the division and/or the District.
  • Develops proposals to resolve key operational challenges; leads the design and implementation of a process of organizational planning and development.
  • Promotes strong public relations, public information and marketing of the Office of Talent and Development services and programs in a creative and effective manner; works to develop strong inter-divisional relationships; designs tactical plans to ensure that the Office of Talent and Development is viewed as a valued partner to the leadership of the District; cultivates and maintains partnerships and alliances with external entities; develops reciprocal relationships with the regional HR community in areas such as training and development.
  • Directs, through subordinate senior management, the functional areas of Talent Acquisition, Employee Relations, and Employee Support Operations; encourages and promotes collaboration across all functional areas as well as with other internal and external partners; ensures that the Office of Talent and Development leadership teams work in an effective manner and that all necessary resources are available and accessible.
  • Interfaces closely with executive management in the division to coordinate and execute strategic plans; conducts presentations to management and staff; develops and disseminates information related to the impact of short- and long-range strategic plans.
  • Ensures that best practices related to the Office of Talent and Development structure, systems and service delivery are implemented.
  • Keeps abreast of and ensures that all the Office of Talent and Development activities and programs are in compliance with legal and contractual requirements.
  • Oversees and manages all divisional fiscal resources.
Minimum Requirements
  • Master's degree from an accredited college or university.
  • Ten years of full-time, paid, professional operational management experience in a large complex organization, five of which have been in human resources in an administrative capacity and have included
  • overseeing professional and support staff, organizational planning, and developing and/or overseeing the implementation of policies and procedures.
Knowledge, Skills and Abilities
Demonstrated knowledge of:
  • the principles, practices and philosophy of human resources administration and management.
  • administrative and business management principles and practices.
  • the principles and techniques of organizational planning, development and analysis.
  • the various functions commonly found in a human resources organization including employment, recruitment and selection, employee/labor relations, retirement and compensation.
  • the laws and regulations that apply to human resources.
  • budgeting and the associated record keeping.
  • supervisory methods and techniques.

Ability to:
  • plan, direct and coordinate the activities of multiple functional areas through subordinate administrators.
  • plan new or revise existing Office of Talent and Development programs in response to the changing needs and priorities of the District.
  • establish an effective communication system between the Office of Talent and Development and the balance of the District.
  • evaluate and assess the effectiveness and efficiency of operations.
  • communicate effectively, both orally and in writing.
  • establish and maintain effective working relationships.

Additional Job Information: This is a 12-month, non-represented position. The salary grade for this role is 4037.
